The PDF pointed by your first link is the current Rules of Procedure 
(RoP) and the one that was quoted in earlier messages. A simpler URL 
for the current RoP is

It is pointed to by 
https://community.icann.org/display/atlarge/Rules+of+Procedure which 
also includes the various other documents that are pointed to by the RoP.

Your second link is to a wiki workspace (mobile version) for the 
group that revised the RoP several years ago. Near the top are two 
links that are equivalent to the two links above. The rest of that 
workspace had many links to the previous Rules Ror instance

- EN points to the previous set of rules as described by the text 
just above the link. Later in the page are pointers to pages for 
individual sections that were used by the drafting committee. This 
entire page is preserved to document the process and will not be 
changed. The links at the top were added to make sure people could 
find the current rules.

I will suggest that a warning be added so that people do not mistake 
the old rules for the current set.
