Hat tip to Anne Lord, who has stepped up as Senior Manager, Chapter
Development (Africa & Middle East)  for the Internet Society while Christine
Saegesser Baethge is on maternity leave, and who passed this along. Several
of the authors are Internet Society Chapter leaders in the respective
countries. As Internet connectivity improves in the region there are
deep-seated regulatory, business, and social issues that will need to be
resolved.This brief yet detailed report does not pull its punches in
mapping the way forward. Let's hope that it has the impact it deserves.

May 23 2014 the Collaboration on International ICT Policy in East and
Southern Africa <http://www.cipesa.org/> (CIPESA) launched *The State of
Internet Freedoms in East Africa
<http://www.cipesa.org/?wpfb_dl=76>*research report which is an
investigation into the policies and practices
defining internet freedom in East Africa, specifically *Burundi*, *Ethiopia*,
*Kenya*, *Rwanda*, *Tanzania* and *Uganda* over the period *2010 to April
2014*.

The report comes up with a number of specific recommendations for
regulatory reform to protect user freedom, and also suggests an education
program amongst regulators and others on the primacy of usercentricity and
transparency in fostering a thriving network, with the consequent economic
and social benefits.

Also on May 23, a full day conference
