I appreciate Wolfgang's raising the question of the At-Large's position within ICANN's governance structure (see below), and your extending an invitation to comment.

In a paper submitted to NETmundial  <http://www.coactivate.org/projects/campaign-for.nyc/blog/2014/03/08/260/>  we addressed the question of suffrage in ICANN's governance processes. We look at voter eligibility at ICANN today and draw a parallel to America in 1787 when the 3% of the population was eligible to vote: basically large farm owners  (no blacks, women, or poor).

Our paper proposed that we take a first step in extending suffrage at ICANN by reverting to the selection of 5 board members by the At-Large Structures, one member per region. Let me reiterate, this is "a step" with more suffrage extensions required.

The paper  <http://www.coactivate.org/projects/campaign-for.nyc/blog/2014/03/08/260/>  also proposed a formalized role for cities in the ICANN governance process.
