There is work that the RALO can do, that is urging the ALSes to reach out and by setting clear goals.
The Outreach Sub Working Group has to work with the RALOs anyway but the teeth of implementation is at the RALO and ALS level.
Then there is the influx of ALS applicants and preparing them for seamless engagement.
In-reach is where we already have organisations who are ALSes but they need to be encouraged to actively participate in policy development processes and/or other avenues.
Either way (inreach/outreach), the shortlist of URLs is still necessary and probably exists anyway but it's no good if it exists but the RALOs and ALSes don't know where to go.
