[At-Large] Amending ITRs - Could be the means to restrict Internet Freedom

The Center for Democracy & Technology, a Washington DC-based NGO has issued
an analysis of the several proposals to amend the ITU's ITRs they believe
would not only extend the ITU's oversight of the Internet but create
adverse conditions for Internet freedom as well.
