IMHO and given the context, I'm not surprised by the findings, although
this report seem intent on sugarcoating the plain fact!

Here's what is important to get; I'm doing so by editing the findings
- (ellipsis
and highlights are mine): "a full study of WHOIS privacy and proxy could,
.........provide some—but not all—of the data anticipated by the
GNSO Council.......but would not entirely *overcome the asymmetric
reluctance of potential participants* from different constituencies to
contribute".

You don't need to call home for the reason for proxy and privacy services;
they are there to frustrate the plain contractual requirement for
collection, access and display of the WHOIS record.

If you believe that this requirement serves the global public interest, you
will see why the ALAC's position on proxy/privacy services is reasonable
and strikes a balance between all the interests.
