Well several of us have been pushing for this issue to be addressed at some level for the last couple of years.

Fake renewals unfortunately appear to fall outside the current contract and consensus policy, though everyone would seem to agree that there is an issue and that it needs to be addressed.

The key is finding a way to address "bad behaviour" without putting unwanted restraints / limitations on legitimate marketing.
