Sure, you tell that to the 6+ billion users minus N x customers x 7
ISPs on the list ...

Also if you take a look at the root zone file you will see that many
ccTLDS have no single or just a single NS with AAAA records.

Something that could be nice is ICANN paying for my new CPE router
with IPv6 support.
