[At-Large] RES: Sebastien visits Trinidad

For events like this, is an ALS or a RALO eligible for Event Funding from
ALAC?  Or would an invited ALAC member or a RALO President be able to ask
Constituency Travel to arrange the trip and accommodation, if the program
is in the interest of the RALO / ALS ?
