[At-Large] Identity theft in domain registrations?

Here is quite an educational post by the victim to identity theft in
domain registrations:

My own digging found that the victims details are also being used at
Bizcn for Zeus botnet domains:

The identity theft issue came up a year or so ago, but was not
considered a real risk. However here we see all the checks and
balances being non-existent.

There should be a set procedure to easily address such an issue and
not traumatize the victim any further.

This is also not the first time I have encountered this issue.
