My apologies for this meeting.  I am fighting a cold and have retreated to bed. I”ll look at the transcript later.

On polkicy - in particular, the Multistakeholder Model, the general aim of this process is to improve the efficiency and effectiveness of the model.  The first phase of this has produced a range of issues identified by ALAC and other SO/ACs.

There are four headings: Strengthening the process, Stakeholder Participation a,d Openness and Transparency.  The issues identified by the community (including ALAC) under the first heading are the need to better prioritize work, better scope the issue(s) being addressed, resourcing and the role that ICANN plays.  Under each heading are some suggested solutions to the issued identified.  What we are being asked to do is say whether what is proposed will address the issue or whether there are more/other solutions.

Many of the solutions include that the issues will be addressed through ICSNN’s planning processes, the Strategic and Operating Plans, ATRT. One of the possible solutions proposed is what the GNSO is developing - PDP Version 3 - modification of its processes.  In the CWPG meeting, there was discussion about what is being proposed as the PDP3 is being developed, and whether it will address many of the issues that ALAC has identified. 

What Marita and I are looking for in developing a response is to have members look at the proposed solutions.  First, focus on those issues that are of importance to ALAC.  Then look at whether the solutions being proposed will address those issues.  At present, we are seeking further information and perhaps a briefing, on the PDP3.  It is still being developed, but it may be the time to have a look and see whether/to what extent it will address many of ALAC’s issues in participating.
