Workshop on Block Chain, IT Emerging Technologies, and Cyber Security

The National IT Professionals Association of Afghanistan Successfully conducted another workshop on “Crypto Currencies & Block Chain, IT Infrastructure and Emerging Technologies, and Cyber Security “at SALAM University on May 29, where more than 130 students attended the event. Thanks to our generous host SALAM University and the speakers of the sessions Mr. Maiwand Ludin, Mr. A Khalil Azizi, Mr. Abdul Saboor who took their time and efforts to share their thoughts and experiences with the community. The event started with the recitation of some verses of the Quran, and then Mr. Shamsullah Shams, President of NITPAA, welcomed the participants. While addressing the audience, Mr. Shams shared some of his upcoming plans for the NITPAA members, “There are a lot of other similar opportunities coming forward; we have the plan to organize other similar series for you” he said. The videos of the sessions will be uploaded on NITPAA YouTube Channel and the slides will be shared through NTIPAA forum with the whole community. The first five copies of Jovan Kurbalija’s “An Introduction to Internet Governance” reached Kabul

The Book “An Introduction to Internet Governance”, which was selected as the Book of the Month for December 2017 by the United Nations Library in Geneva, is recognized worldwide as a leading publication on digital governance, covering the policy aspects related to infrastructure, security, economic, legal, digital rights, socio-cultural, and development issues. It provides a comprehensive overview of the main issues and actors in the field through a practical framework for analysis and discussion. The book, which is now in its seventh edition, has been translated into 10 languages and has been adapted as a textbook for academic courses worldwide.

The National IT Professionals Association of Afghanistan is pleased to announce that five out of ten copies of the 7th addition of the book has reached Kabul and are secure at the NITPAA library.

On behalf of the Afghan Community, NITPAA leadership would like to express its gratitude to its local and International friends and partners, especially to Mr. Leonid Todorov, general manager of apTLD, for their continues support to Afghan community.

System Crash: Worse Than a Sick Employee?

Websites Hosted by Aryan ICT Solutions were down for almost Two weeks.
A system crash can hurt any-sized company, but for a small business, it can be extremely costly. Recently, Aryan ICT solutions single point of failure caused more than 15000 websites to be down for more than two weeks. As per the information’s, the companies CEO Mr. Aryan, who slipped in a coma following a car accident, was the only person having access to the servers.

On May 8, Agency Coordinating Body for Afghan Relief & development (ACBAR), a national, independent NGO that provides a platform for information-sharing and networking for national international NGO’s in Afghanistan, announced that their website, ACBAR.org hosted by Aryan ict solutions, is down due to technical problem. This caused problems to thousands of young Afghan job seekers who were visiting acbar.org’s job center.

Aryan ICT Solutions, started out on early 2006, provides shared, Reseller, VPS hosting and Dedicated server in Afghanistan.

The system crash and companies CEO being in coma at the same time raised a lot of questions in social media.

The disaster took place just after Afghanistan IT Companies Association (AITCA), during the first consultative meeting on 20 April, blamed government for competing in the market, and asked to create opportunities for the private companies by outsourcing its projects.

Though, most of the servers were up and running again after, almost, two weeks, but The damage left behind was extensive.

دونالد ترامپ رئیس جمهور آمریکا برای حفاظت از شبکه های کامپیوتری آمریکا در مقابل تهدید "نیروهای متخاصم خارجی" وضعیت اضطراری اعلام کرده است. او با امضای یک فرمان اجرایی عملا شرکت های آمریکایی را از استفاده از فناوری های ارتباطات راه دور (تلکام) خارجی که تهدیدی امنیتی برای این کشور تلقی می شوند منع کرد. آقای ترامپ در دستور خود از هیچ شرکت به خصوصی نام نبرد. با این حال تحلیلگران می گویند که این دستور عمدتا متوجه شرکت عظیم تلکام چینی، هواوی، است. بعضی کشورها ابراز نگرانی کرده اند که دولت چین ممکن است از محصولات هواوی برای مقاصد جاسوسی استفاده کند. این شرکت که بزرگترین تولیدکننده تجهیزات تلکام جهان است اتهام بهره برداری از محصولاتش برای جاسوسی یا خرابکاری را تکذیب کرده است. براساس بیانیه کاخ سفید هدف از دستور آقای ترامپ "حفاظت از آمریکا مقابل نیروهای متخاصم خارجی است که فعالانه و به طور روزافزون مشغول ایجاد و بهره برداری از نقاط ضعفی در ساختار و سرویس های فناوری اطلاعاتی و راه دور هستند." این فرمان به وزیر بازرگانی اجازه می دهد "معاملاتی که منبع تهدید غیرقابل قبولی برای امنیت ملی هستند را مسدود کند." هواوی در واکنش به این فرمان در بیانیه ای نوشت که آماده و مایل است برای رسیدن به تدابیر موثری که در مورد امنیت محصولاتش به آمریکا اطمینان می دهد با دولت ترامپ گفتگو کند. این گروه استدلال کرد که تصمیم تازه به ضرر رقابت و توسعه در آمریکا خواهد بود و افزود: "به علاوه محدودیت های نامعقول ناقض حقوق هواوی است و مسائل حقوقی دیگری را پدید می آورد.".
دولت آمریکا قبلا سازمان های دولتی را از استفاده از محصولات هواوی منع کرده بود و متحدان خود را به اقدامی مشابه ترغیب کرده است. استرالیا و نیوزیلند هم استفاده از تجهیزات این شرکت چینی در شبکه های موبایل "۵ جی" را ممنوع کرده اند. اما هواوی قویا این ادعاها را رد می کند. در همین حال با افزایش نگرانی های امنیتی در مورد محصولات هواوی در شبکه های "۵ جی" لیانگ هوا رئیس این شرکت گفت که مایل است در جریان ملاقاتی در روز سه شنبه در لندن "با دولت ها موافقتنامه های عاری از ابزار تجسسی" امضا کند. آمریکا و چین در یک سال اخیر درگیری نبردی تجاری با اعمال تعرفه های سنگین بر کالاهای یکدیگر بوده اند که اخیرا بعد از شکست مذاکرات دوباره اوج گرفته است. آمریکا جمعه پیش تعرفه ها بر حدود ۲۰۰ میلیارد دلار کالای چینی را بیش از دو برابر کرد و چین هم تعرفه های تازه ای علیه واردات از آمریکا اعمال کرد.

IEC Asked To Reverse Decision On Use Of Biometric System

Presidential candidates said the decision to ignore biometric system will undermine elections transparency.

In reaction to a recent decision by the Independent Election Commission (IEC) on not using biometric system in parts of the electoral process, a number of presidential candidates said the decision should be reversed as it has been made to “engineer the upcoming polls” in favor of certain candidates.

Article 19 of the election law says that all the electoral process, including voter registration, should be carried out by use of biometric system, but the election commission has said due to lack of time and resources, the commission cannot use biometric devices in the voter registration process – which will start on June 8.

The election commission, however, has said that biometric devices will be used on the Election Day.

“The way will be opened for fraud if technology and biometric were not used in the elections. No doubt, it is not acceptable for us and we will insist on the use of biometric as a principle,” presidential candidate Abdul Latif Pedram said.

“The amendments made in the (election) law says that the process should not go forward without the use of biometric system. When the government does not provide the materials for biometric and we do not have a transparent election, it means misusing the opportunity for those who are in power,” presidential candidate Noorul Haq Ulumi said.

Former National Security Advisor and presidential candidate Mohammad Haneef Atmar said the biometric system has the capacity to ensure transparency in the upcoming elections.

“All recommendations should be considered in a bid to prevent fraud. We will be very regretful if the total plan be ignored and if they bring legal and technical reasons for not using biometric system,” he told TOLOnews.

“What will be the next option if we ignore the use of biometric system? What is the alternative? I want to see it. All election teams should make a joint decision in order to have a transparent and fair election,” presidential candidate and head of Massoud Foundation Ahmad Wali Massoud told TOLOnews.

در دو هفته اخیر دو اتفاق مهم افتاد. یکی این‌که فهمیدیم می‌شود از طریق یک تماس بی‌پاسخ واتس‌اپی روی گوشی شما جاسوس‌افزار نصب کرد، و دیگری این‌که شهر سان فرانسیسکو اعلام کرد که قصد دارد استفاده از فناوری تشخیص چهره را ممنوع کند. در این مقاله نگاهی خواهیم داشت به برخوردمان با فناوری‌هایی که از یک طرف به ما کمک می‌کنند تا مجرمان را دستگیر کنیم، و از طرف دیگر می‌توانند تمام حرکات ما را تحت نظر داشته باشند. وقتی فیسبوک، صاحب اپلیکیشن پیام‌رسان واتس‌اپ، متوجه ایرادی در این نرم‌افزار شد که به مزاحمان اجازه می‌داد تا از طریق یک تماس بی‌پاسخ در تلفن هوشمند شما جاسوس‌افزار نصب کنند، با روراستی بی‌سابقه‌ای درباره افراد احتمالی پشت پرده این جاسوس‌افزار اظهار نظر کرد. این شرکت در جلسه‌ای که با خبرنگاران داشت گفت که این حمله "تمامی مولفه‌های" یک شرکت خصوصی مشخص را دارا بود. این شرکت با دولت‌ها برای ساخت جاسوس‌افزارهایی که در تلفن‌های هوشمند نصب می‌شوند همکاری می‌کند. فرض عمومی بر این بود که شرکت مورد نظر همان گروه ان‌اس‌او است، شرکتی اسرائیلی که قبلا هم به فروش جاسوس‌افزار پگاسوس به موسساتی که فعالان حقوق بشر را تحت نظر دارند متهم شده بود. مرکز سیتیزن لب در دانشگاه تورنتو که حمله‌های سایبری به نهادهای مدنی را ردگیری می‌کند، چند سالی است که فعالیت‌های این گروه را زیر نظر دارد. جان اسکات‌ریلتون، یکی از محققان ارشد این مرکز، می‌گفت که تصمیم فیسبوک برای اعلام صریح طرف مسئول نشان می‌دهد که این شرکت "به شدت از رفتار این سازنده جاسوس‌افزار شاکی است." او می‌گوید مرکز سیتیزن لب پیش از این دیده بود که جاسوس‌افزار پگاسوس گروه ان‌اس‌او برای نظارت بر خبرنگاران، وکلا و فعالان مکزیکی استفاده می‌شود. البته در آن مرحله شیوه مرسوم همچنان همان متقاعد کردن مردم به باز کردن یک لینک بود. امنیت عمومی اما آن‌ها اخیرا متوجه این روش جدید سوء استفاده از اپلیکیشن واتس‌اپ شدند. هدف در آن مورد خاص یکی از وکلای حقوق بشر مستقر در لندن بود که با برخی از فعالان مکزیکی کار می‌کرد - حمله‌ای که نهایتا موفق نبود. او می‌گوید این جاسوس‌افزار خیلی موذی است: "به محض این‌که به تلفنی راه پیدا می‌کند، آن تلفن عملا به یک جاسوس در جیب قربانی تبدیل می‌شود. می‌توانند میکروفن را روشن کنند، می‌توانند پیام‌های رمزدار را از روی تلفن بردارند، به عکس‌های خصوصی دست پیدا کنند، و غیره." گروه ان‌اس‌او می‌گوید که محصولاتش توسط نهادهای مجری قانون برای مقابله با تروریسم و رفتار مجرمانه استفاده شده است. "این سیستم توسط شرکت بهره‌برداری نمی‌شود و، بعد از بررسی‌های سختگیرانه و اعطای پروانه، نهادهای اطلاعاتی و مجریان قانون تصمیم می‌گیرند که چطور از این فناوری برای کمک به ماموریت‌های خود در راه حفظ امنیت عمومی استفاده کنند." اکثریت سهام گروه ان‌اس‌او چند ماهی می‌شود که در اختیار گروه سرمایه‌گذاری نوالپینا قرار دارد. استیون پیل، رئیس این گروه در لندن، حالا از اعضای هیات مدیره ان‌اس‌او است. از او خواستیم با ما مصاحبه کند. وقت نداشت، ولی روابط عمومی نوالپینا نامه سرگشاده‌ای را به ما نشان داد که در ماه آوریل خطاب به تعدادی از نهادهای مردمی، از جمله سیتیزن لب، نوشته شده بود - یعنی پیش از کشف جاسوس‌افزار واتس‌اپ. در این نامه سرگشاده به تفصیل از رفتار پیشین گروه ان‌اس‌او دفاع شده است. در عین حال تعهداتی هم مبنی بر این‌که مالکیت نوالپینا به معنی احترام به حقوق بشر خواهد بود داده شده است: "ما انتظار داریم که همه شرکت‌های تحت مالکیتمان رفتار درستی از خود به نمایش بگذارند و به مسئولیت‌های اجتماعی خود عمل کنند." تشخیص چهره شرکت دیگری که به خاطر فناوری‌های نظارتی در کانون توجه عموم قرار دارد آمازون است. در جلسه مجمع عمومی این شرکت که هفته آینده برگزار می‌شود، قرار است که سهام‌داران آمازون پیشنهادی را به بحث بگذارند که از شرکت می‌خواهد که فروش فناوری تشخیص چهره به دولت آمریکا را قطع کند. این رای‌گیری بلافاصله بعد از این‌ برگزار می‌شود که سان فرانسیسکو اولین شهری شد که استفاده از فناوری تشخیص چهره را در نهادهای عمومی ممنوع می‌کند. نظارت بیش از اندازه در فضاهای عمومی باعث افزایش ناآرامی‌ها شده است. ماری بث گلگر، نماینده نهادهای کاتولیکی که در آمازون سرمایه‌گذاری کرده‌اند، می‌گوید نگرانی‌ها هم به کیفیت فناوری مربوط می‌شود و هم به نحوه استفاده از آن: "حتی اگر دقتش ۱۰۰ درصد هم باشد ما به خاطر تاثیراتی که ممکن است بر جامعه بگذارد علاقه‌ای به استفاده از آن در اجرای قانون نداریم." آمازون، دقیقا مثل ان‌اس‌او، اصرار دارد که از این فناوری به شیوه‌های کاملا مثبتی استفاده می‌شود، مثل یافتن قربانیان قاچاق کودک. اما وقتی از این شرکت پرسیده شد که آیا باید موارد سوء استفاده از این فناوری را رصد کند یا نه، ایان ماسینگام، از اعضای خدمات وب آمازون، تاکید می‌کند که این کار وظیفه ما نیست: "مسئولیت رسیدگی به این مسائل با سیاست‌گذاران و دولت‌ها است." فناوری نظارتی - چه تشخیص چهره باشد چه جاسوس‌افزار - صنعتی شدیدا سودآور و محرمانه است. اما شرکت‌های فعال در این بخش باید از این پس خود را برای نظارت بیشتر آماده کنند.

مایکروسافت از هوش مصنوعی برای بهترنویسی کار می‌گیرد

واشنگتن – صدای امریکا – 19 ثور - باختر شرکت مایکروسافت گفته است که به زودی گزینۀ موسوم به "ایده‌ها" را در محصولات آنلاین خود به کار می‌بنندد که استفاده از آن کاربران را در بهترنویسی از نظر دستور زبان، املا و انشا کمک خواهد کرد. مایکروسافت گفته است که در صورت نوشتن یک عبارت یا جملۀ پیچیده، گزینۀ یاد شده بهترین شکل نوشتاری عبارت را به کاربر پیشنهاد کرده و حتا آن را بدون کوچکترین تغییر محتوایی، بازنویسی می‌کند. ابزار جدید مایکروسافت، همچنان به کاربران تخمین دقیق زمانی را که برای خواندن متن مورد نظرشان نیاز است، فراهم می‌کند. حتا مخفف‌هایی که در نوشته به کار گرفته می‌شود، بر اساس اطلاعاتی که در سیستم کارگزاری شده است، توسط گزینۀ "ایده‌ها" به گونۀ مشرح نوشته می‌شود. همچنین گزینۀ یاد شده به گونۀ خودکار نکات کلیدی نوشته یا مطلب را گردآوری و خلاصه می‌کند. این گزینه برای خواننده و نویسندۀ مطلب، خلاصۀ یک مقالۀ طولانی را در چند سطر مختصر فراهم می‌کند. قرار است این گزینه در ماه جون سال ۲۰۱۹ به محصول "آفیس انسایدرز" شرکت مایکروسافت افزوده شود و تا خزان همین سال در دسترس تمام کاربران مایکروسافت قرار خواهد گرفت. فریده بابک

President Ghani appoints new acting minister for communications and information technology

President Mohammad Ashraf Ghani has appointed Mohammad Fahim Hashemi as the new acting minister of communications and information technology. The Office of the Chief of Staff of President Palace issued a statement earlier this evening confirming Mr. Hashemi’s appointment. According to a statement released by Office of Chief of Staff of Presidential Palace, President Ghani has issued a decree appointing Mohammad Fahim Hashemi as acting minister of communications and information technology. The statement further added that President Ghani has appointed Mr. Hashemi as per the Article 11 and Item 64 of the Constitution of Afghanistan. The Office of Chief of Staff of President Palace also added in its statement that the State Minister in Parliamentary Affairs is obliged to introduce Mr. Hashemi to the Lower of the Parliament to obtain vote of confidence from the lawmakers.

U.S. Requiring Social Media Information From Visa Applicants

Visa applicants to the United States are required to submit any information about social media accounts they have used in the past five years under a State Department policy that started on Friday. Such account information would give the government access to photos, locations, dates of birth, dates of milestones and other personal data commonly shared on social media. “We already request certain contact information, travel history, family member information, and previous addresses from all visa applicants,” the State Department said in a statement. “We are constantly working to find mechanisms to improve our screening processes to protect U.S. citizens, while supporting legitimate travel to the United States.” In March 2017, President Trump asked the secretary of state, the attorney general, the secretary of homeland security and the director of national intelligence to put in effect “a uniform baseline for screening and vetting standards and procedures,” according to a memo published in the Federal Register. Requiring information about the social media accounts of visa applicants was part of that.

The move represents a step up from a September 2017 measure in which the Homeland Security Department proposed and enacted a regulation calling for the surveillance of social media use of all immigrants, including naturalized citizens. During the Obama administration, the State Department began to ask visa applicants to voluntarily submit their social media information. “This seems to be part and parcel of the same effort to have an extraordinary broad surveillance of citizens and noncitizens,” Elora Mukherjee, director of the Immigrants’ Rights Clinic at Columbia Law School, said on Sunday of the latest development. “Given the scope of the surveillance efforts, it is hard to find a rational basis for the broad surveillance the Department of State and the Department of Homeland Security have been doing for almost two years.”

The added requirement could dissuade visa applicants, who may see it as a psychological barrier to enter the United States. “This is a dangerous and problematic proposal, which does nothing to protect security concerns but raises significant privacy concerns and First Amendment issues for citizens and immigrants,” Hina Shamsi, the director of the American Civil Liberties Union’s National Security Project, said on Sunday. “Research shows that this kind of monitoring has chilling effects, meaning that people are less likely to speak freely and connect with each other in online communities that are now essential to modern life.” The social media web today is a map of our contacts, associations, habits and preferences. This kind of requirement will result in suspicion of surveillance of travelers and their networks of friends, families and business associates, Ms. Shamsi said, adding that the government had failed to explain how it would use this information. Further, the government has been unable to prove that social media can provide reliable indications that identify a security threat, she said. “In the absence of any such indicators, what we’ve seen domestically and abroad is government officials penalizing people’s speech, religious affiliation and other conduct,” she said.
