[ALAC] The ESADT, Board Seat 15 and voting

Thanks for helping me to follow CLO's instructions.  
I have done as was requested.

Then again, that might be the problem: I followed instructions for close on 2 years to try and get the topic on the table regarding the electorate but failed at every turn.  Maybe I failed because I was following instructions.  Lessons learned.
