[ALAC] Draft ALAC statement on Draft Process for Recognition of New GNSO Constituencies

Thank you very much, Alan, for preparing the draft ALAC statement on the draft process for the recognition of new GNSO Constituencies. 

The draft statement has been added to a page on the ALAC Policy Development wiki (see: https://community.icann.org/display/alacpolicydev/ALAC+-+February+2011+-+ALAC+Comment+on+Draft+Process+for+Recognition+of+New+GNSO+Constituencies)

In order to allow for a 5 day ALAC vote and time to incorporate any comments prior to the public comment deadline of 4 March, we would like to request that comments are either added to the wiki page or sent via e-mail no later than 22 February.
