The ICANN Board of Directors has selected Kurt Erik “Kurtis” Lindqvist as the next ICANN President and Chief Executive Officer (CEO). Lindqvist is an industry leader who brings more than 30 years of experience in the business development of Internet Service Providers and worldwide network carriers, and deep experience in the ICANN community. Lindqvist will officially assume the role on December 5, 2024.

Lindqvist has served as CEO of the London Internet Exchange (LINX) since 2019. His impressive track record includes serving as CEO of Netnod and advising governments on Internet governance, data retention and broadband policy. Lindqvist has been an active member of the Internet community for more than 20 years, serving on the Internet Architecture Board and as working group chair in RIPE and the Internet Engineering Task Force.

Lindqvist’s’ appointment concludes an extensive process that began with the establishment of a CEO Search Committee. The Committee conducted a global search resulting in a diverse and rich pool of 100 candidates representing more than 20 countries across North and South America, Africa, Europe, Asia, and Australasia.

ICANN is seeking Expressions of Interest for Chair and Chair-Elect of the 2025 Nominating Committee (NomCom).

The Chair is responsible for organizing the NomCom in its activities to select certain ICANN Board members and individuals who will serve in key leadership positions within ICANN's Supporting Organizations and Advisory Committees in accordance with ICANN's Bylaws.

The Chair-Elect, a position created as a result of an independent review of the NomCom, is not intended to fill an advisory role. Rather, the Chair-Elect will receive the benefit of training while serving alongside the Chair, gaining skills and knowledge to be applied for the Chair-Elect's anticipated succession into the role of the Chair.

GNSO: Transfer Policy Review PDP Working Group

The Generic Names Supporting Organization (GNSO) Council at ICANN80 will advance crucial policy development initiatives, notably the Transfer Policy Review (TPR).

Here's what to expect:

Joint Session: ALAC and SSAC

The At-Large Advisory Committee (ALAC) will be focusing on promoting the interest of end-users and will meet with the Security and Stability Advisory Committee (SSAC) at ICANN80 to discuss issues of mutual interest.

Both Advisory Committees maintain the shared value of keeping the DNS secure and stable for end users and look forward to effectively collaborating on achieving this goal.

Building on the discussion at ICANN79, the ALAC and SSAC will continue to discuss the Safer Cyber Campaign and will seek input on ways to improve the campaign.

The ALAC will be receiving a briefing on the Name Collision Analysis Project (NCAP) Study 2 Report.

The ALAC and At-Large community will learn more about the risk of name collisions and the risk of data manipulation in assessing name collisions.

On Sunday, 9 June, the Republic of Rwanda, Ministry of Information Communication Technology (ICT) and Innovation hosted the 5th Governmental Advisory Committee (GAC) High-Level Government Meeting (HLGM) here at the Kigali Convention Center (KCC). As the first HLGM held in conjunction with an ICANN Policy Forum, the meeting featured a largely regional focus. Eighty delegations discussed a number of focused topics including:


  *   ICANN and the Multistakeholder Model, including an overview discussion of ICANN’s evolution, the role of the GAC, and accomplishments of the multistakeholder community over the last 25 years.


  *   Cooperation and Governance, including a discussion on the future of Internet governance (e.g., the Global Digital Compact, WSIS+20, the Summit for the Future) highlighting ICANN’s role in the ecosystem and allowing for discussion of such topics as cybersecurity, DNS abuse, Internet fragmentation, and the value of the single Internet ecosystem.


  *   Digital Inclusion, including discussion of open Internet and meaningful connectivity, Internationalized Domain Names and Universal Acceptance, multilingualism, the next round of new generic top-level domains applications, country code top-level domains, and the development of digital economies in Africa and other underserved regions (e.g., the Coalition for Digital Africa).


  *   Support for the Development of Meaningful Connectivity in Africa, including an overview of digital divide challenges and meaningful connectivity initiatives in Africa.

Each session benefited from information sharing provided by topic experts and featured prepared and spontaneous interventions from a record number of Secretaries General and Minister-level attendees.

The Generic Names Supporting Organization (GNSO) Expedited Policy Development Process (EPDP) for Internationalized Domain Names (IDNs) (EPDP-IDNs) continued its Phase 2 deliberations pertaining to second-level variant management. In this Working Session, the EPDP-IDNs team commenced review of the public comments received on the Phase 2 Preliminary Outputs to prepare for the Final Report.

The EPDP-IDNs team support staff gave an overview of the public comments received on the Phase 2 Initial Report and highlighted the Public Comment Review Tool created to assist in the EPDP-IDNs team’s deliberations.

Donna Austin, Chair of the EPDP-IDNs Team, began examining the unsubstantiated issues addressed in the public comments to open the discussion for the team in preparation for its Phase 2 Final Report.
A robust discussion amongst the team began by initiating the review of the public comments in this session.

The EPDP-IDNs team will continue to review and discuss the public comments received for its Phase 2 Initial Report. Following the review of all public comments, the recommendations for the Phase 2 Final Report will be revised as appropriate and submitted to the GNSO Council for its consideration.

The plenary session explored how ICANN and its multistakeholder community can effectively engage in ongoing and intensifying United Nations debates and processes related to Internet governance.

With multiple moderators, rapporteurs, subject matter experts, and members of the ICANN community providing input and sharing opinions, participants discussed ways to safeguard the multistakeholder approach against potential shifts toward multilateral decision-making processes that could compromise the foundational attributes of the global Internet.

In an effort to continue to build on the discussion, the WSIS+20 Outreach Network will be a valuable resource for the ICANN community. The network aims to provide rationale to the U.N. Member States, all stakeholders, and the general public for why the WSIS+20 Review Process should result in (among other goals) preserving the current multistakeholder model of Internet governance and extending the Internet Governance Forum (IGF) mandate.

The third Asia Pacific Domain Name System Forum (APAC DNS Forum) will take place from 23–24 July in Bali, Indonesia. The hybrid event is a cooperation between ICANN and Pengelola Nama Domain Internet Indonesia (PANDI), the Indonesian country code top-level domain manager.

At the 2024 APAC DNS Forum, regional and international experts will discuss this year’s theme "Building Bridges: Strengthening Collaboration to Shape the Internet's Future."

The forum aims to strengthen the connections of the regional Internet community. Key topics will include DNS education, cybersecurity, emerging technologies, and the impacts of regulatory and policy developments on the DNS industry. Additionally, the forum will explore leveraging the DNS for economic growth and addressing cybersecurity challenges.

Russell Woruba is a Governmental Advisory Committee (GAC) member representing Papua New Guinea. He is currently the Chief Technology Officer of the Government of Papua New Guinea where his primary focus is on delivering digital government services and building an Internet ecosystem to drive digital transformation in the country.

Woruba considers cooperating with the local regional Internet registry, the Asia Pacific Network Information Centre, and the ICANN regional stakeholder engagement team some of the most rewarding aspects of his work. He values the rewarding aspects of these cooperative efforts and enjoys conversations with GAC colleagues, inter-constituency dialogue, and providing advice to the ICANN Board.

A software entrepreneur and network engineer at Enzira Cyber Academy in Kampala, Uganda, Jesse Nathan Kalange represents the Universal Acceptance (UA) working group and is an At-Large member in the African Regional At-Large Organization (AFRALO). He is the Paul Muchene Award Recipient.

He is also an active youth member in the Africa and global Internet Governance Forum and currently serves as Vice President of the Internet Society’s Uganda chapter with a focus on digital transformation initiatives.
Kalange runs a web startup that builds websites and web applications and is deeply interested in the Domain Name System (DNS), DNS Security, and IPv6.

With more than five years of technical and civil society experience in digital transformation, network and system administration, he champions digital rights and equitable technology distribution.

He participated in his first public meeting at ICANN71.

She was first introduced to ICANN during her ambassadorship training with the Internet Society for the 2022 Internet Governance Forum. A facilitator at the Pan-African Youth Ambassadors for Internet Governance, Madiha wants to help solve Central Africa's Internet infrastructure challenges and hopes to collaborate with stakeholders to take actionable steps toward that goal.

With a keen interest in the Internet's infrastructure and its economic implications, Madiha is eager to explore the potential impact of IPv6 deployment for Central Africa’s Artificial Intelligence economy during ICANN80, her first ICANN event.
