Cette période virtuelle s’explique par les limitations de nos réunions en personne imposées par la crise sanitaire actuelle. La série de séminaires web continuera à alterner entre des séminaires thématiques et des séminaires pratiques, qui visent tous à renforcer les capacités et la participation de nos membres au sein de l’ICANN. Comme indiqué précédemment, j’encourage les membres de notre communauté qui souhaitent animer l’un des sujets du prochain séminaire web à contacter personnellement les coordinateurs Tijani Ben Jemaa et Bram Fudzulani.</span>

<div style="text-align: justify;" align="justify"><span style="font-size: 12px; color: rgb(0, 0, 0); font-family: Arial, Verdana, Helvetica, sans-serif;">En 2019, la direction de l’AFRALO a réactivé le Groupe de travail sur les principes opérationnels et le règlement intérieur de l’AFRALO (AFRALO-ROP) et lui a confié la mission consistant à réviser la section Adhésion individuelle de nos principes opérationnels.  C’est avec plaisir que j’annonce qu’après de longues heures de réunions et d’échanges avec la communauté de l’AFRALO, le Groupe de travail a achevé ses travaux. Je souhaiterais de nouveau remercier les deux coprésidents du Groupe de travail, Isaac Maposa et Abdeldjalil Bachar Bong, ainsi que l’ensemble des membres du groupe. Ils ont effectué un excellent travail.  Les modifications apportées aux principes opérationnels ont été soumises au vote des membres et je suis ravi que les propositions de modifications aient été approuvées. </span></div>

Certaines des ALS existantes n'ont suivi aucune de nos activités du fait qu’elles n’ont pas satisfait à l’une des obligations leur incombant en tant que membre, à savoir l’obligation de participer à un vote. Par conséquent, nous devrons lancer l’année prochaine un processus visant à reconfirmer tous nos membres ALS. Cela relève du champ d’application de l’un de nos quatre objectifs stratégiques de sensibilisation et participation.</span></div>

<div style="text-align: justify;" align="justify"><span style="font-family: Arial, Verdana, Helvetica, sans-serif; color: rgb(8, 9, 10); font-size: 12px;">Alors qu’approche la fin d’une nouvelle année de télétravail et de restrictions en matière de déplacements internationaux, il me tient à cœur de revenir sur cette période difficile, qui pour beaucoup a été une nouvelle année d’opportunités et de défis divers et variés. Nous notons également que la pandémie de Covid se poursuit et qu’à cause des mutations permanentes, il n’est pas évident de planifier à long terme.</span></div>

<div style="text-align: justify;" align="justify"><span style="font-family: Arial, Verdana, Helvetica, sans-serif; color: rgb(8, 9, 10); font-size: 12px;">Toutefois, je suis également ravi et motivé par le niveau de participation et de travail de la communauté que nous avons réussi à atteindre ensemble, avec dans une large mesure l’implication et la participation directes de la communauté de l’AFRALO. Plus particulièrement, lors de ce dernier trimestre 2021, l’équipe Afrique du GSE s’est concentrée sur le soutien et la promotion d’un certain nombre de forums d’échange multipartites organisés à l’échelle nationale, de forums nationaux sur le DNS et de SIG nationales.</span></div>
<div style="text-align: justify;" align="justify"><br></div>
<div style="text-align: justify;" align="justify"><span style="font-family: Arial, Verdana, Helvetica, sans-serif; color: rgb(8, 9, 10); font-size: 12px;">Cela découle de notre conviction que la maturation du modèle multipartite passe également par une localisation au plus près de la communauté, en confrontant ce modèle aux véritables problèmes que rencontre la communauté et en invitant cette dernière à trouver ensemble des solutions adaptées aux problèmes. À cet égard, l’équipe Afrique du GSE a participé à un certain nombre de ces processus nationaux dont l’IGF du Bénin, la SIG et le forum sur le DNS du Bénin, le forum sur le DNS du Nigeria, l’IGF de la jeunesse d’Ouganda et la SIG d’Ouganda, l’IGF de Tanzanie, l’IGF et la SIG d’Afrique du Sud, l’IGF et la SIG du Kenya, et l’IGF d’Afrique centrale, entre autres. Même s’il n’était pas possible de participer en personne à ces réunions, c’est avec plaisir que nous y avons pris part et que nous y avons contribué virtuellement, grâce au pouvoir de l’Internet unique mondial.</span></div>
<div style="text-align: justify;" align="justify"><span style="font-family: Arial, Verdana, Helvetica, sans-serif; color: rgb(8, 9, 10); font-size: 12px;">En même temps, nous avons également poursuivi nos initiatives de renforcement des capacités sur deux thématiques importantes, à savoir les DNSSEC et l’acceptation universelle (UA) et l’internationalisation des adresses de courrier électronique (EAI). Les Africains ne pourront bénéficier pleinement du potentiel d’Internet que lorsqu’ils pourront y accéder et interagir en ligne dans leurs langues locales respectives. Aucune langue ne doit être mise à l’écart. Tout aussi important, nous avons organisé pour vous un séminaire web de consultation conjointe en décembre 2021 afin de mieux comprendre le futur de nos réunions et de recevoir des feedbacks et des suggestions. Nous avions besoin de présenter le point de vue de l’Afrique sur une question à laquelle l’organisation ICANN ne cesse de réfléchir en raison de son importance et de son impact. </span></div>

<li style="text-align: justify; font-size: 12px; color: rgb(8, 9, 10);"><span style="font-family: Arial, Verdana, Helvetica, sans-serif; color: rgb(8, 9, 10); font-size: 12px;">Même si votre participation est restée satisfaisante, régulière et active, nous avons noté un ralentissement progressif de la participation globale aux réunions virtuelles/séminaires web, probablement pour plusieurs raisons, mais il n’en demeure pas moins qu’il s’agit d’une observation importante.</span></li>
<li style="text-align: justify; font-size: 12px; color: rgb(8, 9, 10);"><span style="font-family: Arial, Verdana, Helvetica, sans-serif; color: rgb(8, 9, 10); font-size: 12px;">En dépit des nettes améliorations de la connexion Internet et de la bande passante actuellement disponible, d’autres obstacles aux réunions virtuelles, tels que les coûts de connexion et des dispositifs, affectent encore la participation globale de la communauté en Afrique.</span></li>
<li style="text-align: justify; font-size: 12px; color: rgb(8, 9, 10);"><span style="font-family: Arial, Verdana, Helvetica, sans-serif; color: rgb(8, 9, 10); font-size: 12px;">Étant donné que l’Afrique n’organisera pas de réunion publique de l’ICANN avant 2023 et que la communauté a hâte de reprendre les réunions en personne, l’équipe Afrique du GSE étudiera la possibilité d’organiser le prochain forum de discussion africain en 2022 sous un format hybride, sous réserve des conditions du moment et de l’évaluation globale des risques et de l’approbation de l’organisation ICANN.</span></li>

La communauté At-Large a également mené des activités de sensibilisation et mobilisation au niveau régional et a organisé des séances opérationnelles lors de l’AGM. Enfin, elle a participé à la séance plénière de l’ICANN72 et à d’autres séances des organisations de soutien et comités consultatifs.</span></div>

Quatre séminaires web de renforcement des capacités de l’AFRALO se sont tenus en 2021. L’objectif de ces séminaires web était de poursuivre le renforcement des capacités de nos membres, d’approfondir les connaissances des participants qui contribueront à consolider la participation de l’AFRALO à l’élaboration d’avis relatifs aux politiques.</span></div>

DigitalSENSE Africa organise une journée d’échanges sur le thème « Les déchets électroniques au Nigéria : le consommateur comme principal vecteur de l’économie circulaire et les 20 ans du GSM », dans le cadre du dialogue sur les déchets électroniques d’ITREALMS prévu le jeudi 9 décembre à 9 h à Welcome Centre Hotels, International Airport Road, Ikeja, Lagos.</span></div>

Ainsi, notre objectif est d’examiner les défis et opportunités des équipements électriques et électroniques permettant de se connecter à Internet et arrivant en fin de vie, notamment les dispositifs informatiques mobiles. Cet événement a rassemblé des fabricants et sociétés de recyclage, des agences de réglementation et des fournisseurs de services afin de réfléchir aux défis liés à la gestion des déchets et aux perspectives en matière de recyclage responsable alors que la demande en centres de données, en 5G et en Internet des objets s’envole.</span></div>

Le forum de la jeunesse sur la gouvernance de l'Internet (UYIGF) est une initiative menée par les jeunes visant à renforcer les capacités des jeunes en matière de coordination, de mobilisation et de promotion d’une véritable inclusion dans l’espace de gouvernance de l’Internet. À présent dans sa seconde année, l’UYIGF s’est tenu le 11 novembre 2011 et continue à faire office de plate-forme permettant aux jeunes de délibérer sur des questions afin de favoriser l’adoption d’Internet par ces derniers en Ouganda.</span></div>

Okuti Richard qui a donné la définition d’Internet et a indiqué les efforts fournis par l’Ouganda afin d’organiser l’IGF et par la suite l’IGF de la jeunesse. Il a ensuite présenté les difficultés auxquelles les jeunes sont confrontés en cette période de 4e révolution industrielle. On peut citer la cybersécurité, la hausse des coûts de connexion à Internet, la fracture numérique grandissante, les coûts élevés des dispositifs numériques, la généralisation des interruptions d’Internet et l’inclusion numérique. Il a invité les jeunes à trouver des solutions durables à un grand nombre des défis et à se poser en garants d’un Internet sûr, résilient et durable.</span></div>

<span style="font-size: 12px; color: rgb(0, 0, 0); font-style: italic; font-family: Arial, Verdana, Helvetica, sans-serif;">Depuis 2006, le forum sur la gouvernance de l’Internet d’Ouganda (UIGF) fait office de plate-forme de délibération sur des sujets d’inquiétude liés à la gouvernance de l’Internet dans le pays. Cette année, le forum a eu lieu le 12 novembre 2021 au Protea Hotel de Kampala. Il a pris la forme d’un événement hybride, des personnes y assistant en ligne. Le thème du forum était le suivant :</span><span style="font-size: 12px; color: rgb(0, 0, 0); font-family: Arial, Verdana, Helvetica, sans-serif;"> Imaginer un Internet résilient et digne de confiance en Ouganda. Les participants ont été accueillis par la coordinatrice de l’UIGF, Mme Lillian Nalwoga, qui a présenté les efforts déployés par l’UIGFG afin de faire face aux différents défis liés à la fracture numérique, notamment pour les femmes, à l’augmentation des coûts d’Internet, et autres. Après sa présentation, un panel de haut niveau a commencé à discuter du suivi des mesures mises en place par l’Ouganda à des fins de transition vers une économie numérique. La seconde séance a abordé les questions de confiance, sécurité et stabilité.</span>

<div style="text-align: justify;" align="justify"><span style="font-size: 12px; color: rgb(0, 0, 0); font-family: Arial, Verdana, Helvetica, sans-serif;">Il a été procédé à un examen d’un exemple de l’Internet Society (ISOC), les normes mutuellement convenues pour la sécurité du routage (MANRS). L’initiative a rassemblé des opérateurs de réseau qui prennent au sérieux la question de la sécurité du routage et font en sorte que le noyau dur d’Internet soit exempt de failles de sécurité lorsque le trafic passe d’un réseau à un autre (routage).</span></div>

<div style="text-align: justify;" align="justify"><span style="font-size: 12px; color: rgb(0, 0, 0); font-family: Arial, Verdana, Helvetica, sans-serif;">Il convient également de noter que l’Ouganda doit instaurer un climat de confiance et veiller à ce que sa population dispose d’une connexion et d’un accès satisfaisants.</span></div>

<div style="text-align: justify;" align="justify"><span style="font-size: 12px; color: rgb(0, 0, 0); font-family: Arial, Verdana, Helvetica, sans-serif;">Deuxièmement, le pays doit rassembler davantage de groupes marginalisés sur Internet, tels que les femmes et les filles en milieu rural, les personnes handicapées, encourager leur participation, et s’attaquer à des problèmes qui ont amplifié la fracture numérique liée au genre tels que l’abordabilité de la culture numérique, les violences en ligne et les politiques promouvant l’accès des groupes marginalisés.</span></div>

<div style="text-align: justify;" align="justify"><span style="font-size: 12px; color: rgb(0, 0, 0); font-family: Arial, Verdana, Helvetica, sans-serif;">Pour conclure, les forces de police et le système judiciaire ougandais doivent renforcer les capacités de détection des cas de cybercriminalité et d’enquête sur ces derniers. Les forces de police doivent créer de nouveaux bureaux dans les différentes régions du pays. Le système judiciaire doit s’équiper davantage afin de traiter les cas de cybercriminalité, non seulement à Kampala mais également dans d’autres régions du pays. Les forces de police doivent collaborer avec les organisations de la société civile et le secteur privé afin de lutter contre la cybercriminalité et sensibiliser davantage les différents acteurs aux cybercrimes.</span></div>

<div style="text-align: justify;" align="justify"><span style="font-size: 12px; color: rgb(0, 0, 0); font-family: Arial, Verdana, Helvetica, sans-serif;">SHE CAN with ICT (Sustaining Her Enterprise, Career and Network with ICT, Soutien à leur entreprise, à leur carrière et à leur réseau via les TIC) est un programme conçu pour permettre aux femmes entrepreneures de profiter d’Internet pour promouvoir leur croissance entrepreneuriale dans un contexte commercial de plus en plus axé sur les technologies. </span></div>

<div style="text-align: justify;" align="justify"><span style="font-size: 12px; color: rgb(0, 0, 0); font-family: Arial, Verdana, Helvetica, sans-serif;">Avec un programme largement basé sur les compétences en matière de technologies numériques, les participants ont appris à utiliser à des fins stratégiques des outils de productivité, à concevoir et administrer un site Internet, à créer des vidéos marketing, et à mener des études de marché et analyses en ligne à l’aide de leurs téléphones. Il était important de concevoir le programme de sorte à ce que les participantes n’aient pas besoin d'un ordinateur portable ou de bureau car les enquêtes de référence indiquaient que la plupart des femmes avaient leur propre smartphone (quelle que soit la qualité du smartphone) mais ne disposaient pas d’un accès régulier à un ordinateur portable ou de bureau.</span></div>

<div style="text-align: justify;" align="justify"><span style="font-size: 12px; color: rgb(0, 0, 0); font-family: Arial, Verdana, Helvetica, sans-serif;">2) Au cours de ce même mois d’avril 2021, nous avons créé une organisation locale d’internautes (OUI ou ALS) dans notre commune de résidence au Sénégal, à savoir Popenguine-Ndayane, qui est située dans le département de Mbour et dans la région de Thiès. Cette initiative modeste vise à façonner l’avenir d’Internet dans notre environnement. Le Club a vu le jour grâce aux contributions de deux autres bénévoles, membres du Chapitre sénégalais de l’ISOC (Fatou Sarr et Maryvonne Devay). Nous avons baptisé cette petite organisation naissante « Club ISOC de la commune de Popenguine-Ndayane ». Elle rassemble des représentants de différentes couches de la population locale, et notamment des écoliers et leurs parents ainsi que des représentants des districts de la commune, qui ont été invités à nos activités de formation, d’information et de sensibilisation sur les défis liés aux TIC en général et à Internet en particulier, en cette période de pandémie de Covid-19. La mairie a été officiellement informée de cette initiative et l’a encouragée lors de l’organisation de la 1re édition des Useful Great Holidays de 2021 (GVU, Vacances belles et utiles). En effet, lors des vacances scolaires (du 17 août au 4 septembre 2021), nous avons organisé des activités baptisées « Useful Great Holidays ». Dans le cadre de ces activités, environ quinze (17) participants réguliers, issus de collèges ou lycées de la municipalité ou en vacances, ont été initiés et formés aux bases de Libre Office (un logiciel open source) et à l’utilisation d’Internet dans le but d’apprendre des langues, telles que l’anglais, et de pratiquer des sports, notamment le football.</span></div>

J’ai moi-même été invité à animer certaines de ces séances. Le thème de cette année était le suivant : la cybersécurité. Plus de 120 jeunes filles ont participé à ces activités. J’ai ainsi pu mener des campagnes de promotion de l’AFRALO et d’autres instances de gouvernance de l’Internet.</span></div>

En 2017, le Comité consultatif At-Large de l’ICANN a certifié INTIC4DEV en tant que structure At-Large pour la RALO de la région Afrique (AFRALO).</span></div>

<div style="text-align: justify;" align="justify"><span style="font-size: 12px; color: rgb(0, 0, 0); font-family: Arial, Verdana, Helvetica, sans-serif;">La Tanzania Community Networks Alliance (TZCNA) et la Tanzania Cooperative Development Commission (TCDC) ont conclu un protocole d’accord (MoU) visant à conjointement « promouvoir les sociétés coopératives dans des réseaux communautaires à des fins de croissance économique, de développement socioéconomique, d’éradication de la pauvreté et d’accélération de la transformation numérique en Tanzanie et ailleurs ». La TZCNA est une organisation non gouvernementale (ONG) sans but lucratif immatriculée en Tanzanie continentale qui vise à promouvoir une connexion universelle satisfaisante favorisant des impacts positifs sur l’économie numérique. Quant à la TCDC, elle a été constituée via la Loi sur les sociétés coopératives n° 6 de 2013 afin de fournir des services de réglementation et de promotion efficients et efficaces dans un but de développement de sociétés coopératives commerciales dynamiques et modernes en Tanzanie.</span></div>

La Journée internationale des coopératives en Tanzanie s’est conclue par le discours du Premier ministre Kassim Majaliwa, invité de marque de l'événement.</span></div>

<div style="text-align: justify;" align="justify"><span style="font-size: 12px; color: rgb(0, 0, 0); font-family: Arial, Verdana, Helvetica, sans-serif;">La TZCNA et la TCDC collaboreront afin d’atteindre les objectifs suivants : promouvoir et sensibiliser à la mise en place de sociétés coopératives dans des réseaux communautaires en Tanzanie, favoriser l’accès aux bandes passantes sur Internet dans les communautés rurales et la réduction des coûts y afférents, promouvoir la fourniture d’ordinateurs et d’équipements de réseautage à un prix abordable dans les communautés rurales afin de faciliter la mise en réseau, devenir la plate-forme réunissant les réseaux communautaires et les réseaux de télécommunication communautaires, et promouvoir une connexion universelle satisfaisante en Tanzanie. </span></div>

Abdelaziz Ould Dahi, ministre mauritanien de la Transition numérique, de l’Innovation et de la Modernisation de l’administration, ainsi que les fonctionnaires mauritaniens pour leur accueil et leur soutien sans faille à la préparation et l’organisation de ce forum.</span></div>

Les défis liés à la connexion et à la bande passante conditionnent la fiabilité de l’économie numérique.</span></div>

<div style="text-align: justify;" align="justify"><span style="font-family: Arial, Verdana, Helvetica, sans-serif; color: rgb(0, 0, 0); font-size: 12px;">Avec la transformation numérique en cours, la question de la sécurité des données est devenue l’un des sujets brûlants qui a un impact sur les États, les gouvernements, les entreprises et mêmes les individus. Plusieurs lois et réglementations ont été adoptées à des fins de protection des données, mais comme Internet est un réseau d’envergure mondiale, leur applicabilité reste très limitée dans certaines juridictions. Le règlement général sur la protection des données de l’Union européenne est le seul instrument juridique ayant une portée extraterritoriale dans la mesure où il s’applique même à des entreprises non européennes qui collectent et utilisent les données d’Européens.</span></div>

Aziz Hilali, président du MAG du forum sur la gouvernance de l’Internet d’Afrique du Nord, a accueilli les ministres, les invités du forum, les intervenants, les modérateurs ainsi que l’ensemble des participants de l’édition 2021 de la NASIG organisée grâce au soutien de la Fondation de l'Internet Society. Il a également remercié le ministre mauritanien de la Transition numérique, de l’Innovation et de la Modernisation de l’administration pour avoir présidé la cérémonie d'ouverture de nos deux événements et lui a demandé de transmettre les sincères remerciements du NAIGF à toutes les autorités de ce cher pays qu’est la Mauritanie.</span></div>

Il a également mis en avant le problème de la fracture numérique qui existe sous différentes formes non seulement entre les 7 pays d’Afrique du Nord mais aussi au sein de chaque pays, tout en précisant que la pandémie avait révélé comme jamais la nécessité d’assurer une transformation numérique rapide.</span></div>

Il a insisté sur le renforcement de la connexion à Internet entre les individus, les dispositifs, les lieux et les objets en tant que levier essentiel du développement de sociétés, et a ajouté que la politique numérique de la Mauritanie visait à consolider la situation géographique du pays en tant que point de liaison entre le monde arabe et l’Afrique subsaharienne. Pour conclure, le ministre a adressé tous ses vœux de réussite à l’école et au forum sur la gouvernance de l’Internet d’Afrique du Nord pour leurs éditions 2021 à Nouakchott.</span></div>

Les membres de chaque groupe ont travaillé ensemble, sous la supervision d’un formateur, afin de préparer un projet qu’ils ont présenté à l’issue de la séance à un jury.</span></div>

<div style="text-align: justify;" align="justify"><span style="font-family: Arial, Verdana, Helvetica, sans-serif; color: rgb(0, 0, 0); font-size: 12px;">Lors de la séance de clôture, présidée par le secrétaire général du ministère mauritanien de la Transition numérique, de l’Innovation et de la Modernisation de l’administration, M. Aziz Hilali, le président du MAG du NAIGF a remercié les apprenants pour leur participation et l’intérêt qu’ils ont manifesté lors de l’ensemble des séances de cette école et les a félicités pour la qualité des rapports de travaux pratiques. </span></div>

En plus de son aide à la préparation, l’équipe s’est mobilisée toute la semaine pour assurer son bon déroulement.</span></div>

<div style="text-align: justify;" align="justify"><span style="font-family: Arial, Verdana, Helvetica, sans-serif; color: rgb(0, 0, 0); font-size: 12px;">Il a enfin demandé au secrétaire général du ministère mauritanien de la Transition numérique, de l’Innovation et de la Modernisation de l’administration de transmettre les chaleureux remerciements du MAG du NAIGF au ministre et indirectement au gouvernement mauritanien pour leur soutien et leur hospitalité.</span></div>

Ils ont également fait part de leur satisfaction quant au programme, à l’expérience engrangée et à la possibilité de présenter leurs projets à un jury et d’en discuter afin de dégager les points forts et les améliorations recommandées.</span></div>

La remise des certificats aux apprenants en ligne qui ont assisté à au moins 70 % des séances de l’école sera effectuée par le secrétariat du NAIGF après vérification en bonne et due forme.</span></div>
