La séance a compté avec la participation de plusieurs orateurs invités, à savoir : les membres du Conseil d’administration (y compris les membres du Conseil d’administration venant d’Afrique), le Président-Directeur général de l’ICANN, le président de l’ALAC, le Président-Directeur général d’AFRINIC et d’autres experts dans le domaine du modèle multipartite. Nous consacrerons également quelques minutes à rendre hommage à M. Faye. Makene qui est décédé. Makene est l’un des principaux contributeurs à l’IGF dans la région.</span>

<div><span style="font-size: 12px; color: rgb(0, 0, 0); font-family: Arial, Verdana, Helvetica, sans-serif;">Dans cette édition de votre bulletin d’information, et tel que nous l’avons indiqué dans la dernière édition, je voulais vous faire part de l’un des événements pilotes d’importance que nous avons mis au point au cours de l’exercice fiscal 2021, le Forum d’engagement africain. Cet événement inaugural a été organisé en modalité virtuelle les 19 et 20 mai 2021 et a attiré plus de 211 participants à distance. Le forum a cherché à rassembler, mettre à jour, faire le suivi et synchroniser le travail réalisé par l’équipe du département en charge de la relation avec les parties prenantes mondiales (GSE) de l’ICANN pour l’Afrique ainsi qu’à fournir une plate-forme pour partager les mises à jour et les commentaires directs du personnel de l’organisation ICANN et de la communauté.  À la fin du forum, les principales recommandations et observations suivantes ont été formulées.</span></div>

<li style="font-size: 12px; color: rgb(0, 0, 0);"><span style="font-size: 12px; color: rgb(0, 0, 0); font-family: Arial, Verdana, Helvetica, sans-serif;">La communauté a été très favorable au Forum d’engagement africain dans son ensemble, car il a été démontré qu’en Afrique il n’existait pas un espace de discussion de ce genre sur des sujets spécifiques de l’ICANN.</span></li>
<li style="font-size: 12px; color: rgb(0, 0, 0);"><span style="font-size: 12px; color: rgb(0, 0, 0); font-family: Arial, Verdana, Helvetica, sans-serif;">Il a permis aux membres de l’ICANN d’approfondir leurs collaborations avec de nouveaux amis et de nouveaux publics, comme les OIG et les REC comme l’ATU (Union africaine des télécommunications).</span></li>
<li style="font-size: 12px; color: rgb(0, 0, 0);"><span style="font-size: 12px; color: rgb(0, 0, 0); font-family: Arial, Verdana, Helvetica, sans-serif;">Il a convoqué l’organisation ICANN à envisager la réalisation d’une étude de suivi sur le marché du DNS en Afrique.</span></li>

<div style="text-align: justify;" align="justify"><span style="font-size: 12px; color: rgb(0, 0, 0); font-family: Arial, Verdana, Helvetica, sans-serif;">Au cours de cette séance de politiques, Katrina Sataki, membre de l’Organisation de soutien aux extensions géographiques, a présenté les quatre types de modèles de gouvernance des domaines de premier niveau géographique (ccTLD) consistant en des modèles universitaires, gouvernementaux, à but lucratif et à but non lucratif. Neuf membres d’At-Large du monde entier et représentant différents modèles de gouvernance des ccTLD ont débattu de leur expérience avec les opérateurs de ccTLD dans leur pays. Le modérateur Olivier Crépin-Leblond a noté dans son résumé que les quatre modèles de gouvernance des ccTLD semblent être à l’écoute des commentaires des utilisateurs finaux sur la façon dont ils servent leur communauté locale. Suite à l’ICANN71, la communauté At-Large poursuivra la discussion afin d’accroître la participation des utilisateurs finaux dans leurs ccTLD locaux. Les organisateurs envisagent de mettre en place, au cours de l’ICANN72, une séance de suivi sur les ccTLD et la manière dont les commentaires des utilisateurs finaux pourraient être considérés dans une plus grande mesure, y compris la manière de promouvoir les commentaires des utilisateurs finaux dans la gouvernance des ccTLD et les aspects du fonctionnement des ccTLD qui ont trouvé un écho favorable auprès des utilisateurs finaux.</span></div>

La séance de politiques a examiné l’impact potentiel que l’avancement de la conformité du RGPD avec l’utilisation de la technologie aura probablement sur les utilisateurs finaux de l’Internet, en particulier les implications politiques d’un brevet américain récemment émis à VeriSign, intitulé « Systèmes et méthodes pour préserver la confidentialité d’un titulaire de nom de domaine dans un système de noms de domaine (DNS) »,  et son impact sur les travaux ultérieurs du processus accéléré d’élaboration de politiques sur la spécification temporaire (EPDP-TempSpec) pour les données d’enregistrement des domaines génériques de premier niveau (gTLD). Les participants au programme ont noté que les brevets nationaux peuvent avoir un impact sur les politiques et les PDP de l’ICANN et peuvent soulever des questions relatives à l’application. <div><span style="font-size: 12px; color: rgb(0, 0, 0); font-family: Arial, Verdana, Helvetica, sans-serif;">Dans le cadre de la mise en œuvre de son Programme de soutien à l’éducation (PAE), le Chapitre malien de l’Internet Society en partenariat avec le Centre d’incubation AGETIC a organisé la formation d’une trentaine de jeunes universitaires sur le thème « TIC et entrepreneuriat ». Les participants ont été, en général, des étudiants au niveau universitaire et à la maîtrise pouvant bénéficier directement de cette formation à la fin de leurs études. Pendant deux journées complètes, plusieurs modules ont fait l’objet de lectures et d’exercices pratiques ; certains de ces modules étaient basés sur la création d’une entreprise, la gestion d’une entreprise, la comptabilité, les procédures d’un portail à guichet unique pour la création d’une entreprise et le marketing numérique, etc.</span></div>

<div><span style="font-size: 12px; color: rgb(0, 0, 0); font-family: Arial, Verdana, Helvetica, sans-serif;">Lors de l’accueil des participants à la 12e édition de la série du Forum DigitalSENSE du Nigéria sur la gouvernance de l’Internet pour le développement (IG4D) avec le thème : « Coopération numérique : améliorer la gouvernance multipartite pour l’économie numérique », tenue à l’hôtel Golden Tulip Essential de Lagos, Mme Nweke a noté que le thème a été spécifiquement choisi pour attirer l’attention sur le rôle de la gouvernance de l’Internet dans la conduite de la coopération numérique afin de stimuler la gouvernance dans une économie numérique.</span></div>

<div><span style="font-size: 12px; color: rgb(0, 0, 0); font-family: Arial, Verdana, Helvetica, sans-serif;">Elle a cité le vice-président exécutif de la NCC, le professeur Umar Garba Danbatta, à la cérémonie, disant que le protocole d’accord faciliterait la libération de bande passante contiguë dans l’une des bandes du spectre de fréquences les plus appropriées pour le déploiement précoce des services du réseau de cinquième génération (5G). </span></div>

Afin d’éviter qu’un tel acte ne se répète, le chapitre béninois de l’Internet Society et une coalition d’organisations de la société civile ont demandé au gouvernement béninois de maintenir l’Internet ouvert et accessible lors des élections présidentielles du 11 avril 2021, par le biais d’une campagne numérique sur les réseaux sociaux, une conférence publique et la publication d’un article.</span></div>

<div><span style="font-size: 12px; color: rgb(0, 0, 0); font-family: Arial, Verdana, Helvetica, sans-serif;">La deuxième édition du programme annuel de bourses de l’École sur la gouvernance de l’Internet du Ghana (GhanaSIG) s’est achevée par une formation en personne de 4 jours tenue du 29 juin au 2 juillet 2021, à Accra, au Ghana. </span></div>

<div><span style="font-size: 12px; color: rgb(0, 0, 0); font-family: Arial, Verdana, Helvetica, sans-serif;">Trente-huit (38) participants sélectionnés sur plus de 100 candidats ont suivi une série de cours en ligne (principalement des cours d’ICANN Learn) pendant un mois, associés à des discussions hebdomadaires pour qu’ils soient totalement immergés dans divers sujets concernant la gouvernance de l’Internet. </span></div>

Ils ont également été informés des mesures pratiques pour s’engager dans l’écosystème.</span></div>
