To be clear, the NomCom Delegates do not represent a RALO, At-Large or the ALAC on the NomCom. Being a "representative" (or "rep" for short) implies being an agent for the group it represents and has a requirement to transfer information, typically in both directions. That is not the case with a NomCom delegate who is presumably appointed for his/her skills, knowledge, ability and ethos, and once appointed acts purely on their own.

Being a formal member of a RALO may be a desirable quality which a RALO looks for in the person or persons that it recommends to the ALAC, but it is not a requirement for either ALAC appointment as one of its delegates or for being a NomCom member.

In a sane clime, you cannot represent an organization you do not belong to as a bonafide member. Hence its scandalous for AFRALO leadership to have allowed this to happen.
