All, 
I support Seun's  proposal as those were my first line of thoughts.  Is it possible to view this from developing countries perspective instead of narrowing it to Africa only? Making it more general or broader considering ICANN Board's new proposal/response to the CCWG Accountability Public Comment.
"The impact of  IANA Transition and ICANN Accountability on Developing Economies" .......... or a better formulation by others.

We may look at any aspect(s) of the IANA Transition and the ICANN accountability that affect the DNS industry in developing countries, including users. 
How simple and clear or complicated are the proposals?  
Are there enough safeguards in the these proposals to prevent capture by one  or few internet stakeholder(s)? Region(s)? Group(s)?
Developing economies are largely government driven environment, particularly Africa, it showed up at the AFIGF during the presentation on IANA transition and accountability, the overarching question was "where does the government come into the Multi-stakeholder oversight equation?"Are we sure this has been fully and adequately addressed by the proposals vis a vice the NTIA requirements for the transition to happen.
These are some thought provoking questions I believe we should address in our communique on the proposed theme. Others may wish to raise more questions for the drafting committee.
