On behalf of Olivier Crépin-Leblond, Chair of the ALAC, please find attached a Council of Europe report entitled “ICANN’s procedures and policies in the light of human rights, fundamental freedoms and democratic values” authored by
Dr Monika Zalnieriute and Thomas Schneider. This draft report was discussed during the ALAC and Regional Leaders Working Session on Sunday, 12 October.

There will also be an open community discussion on A human rights perspective on ICANN’s policies and procedures on Wednesday, 15 October 2014,between 13.15-14.45,in the Encino Room in the ICANN 51 venue. Please find a flyer of this event attached with the details as this session is not on the public schedule.

Given the interest in this report, there will be an At-Large Capacity Building Webinar on this topic scheduled for early November.
