Sorry, may be I miss the points but the paragraph (iii) of the ICG charter says otherwise...https://www.icann.org/en/system/files/files/draft-charter-coordination-group-17jun14-en.pdf

Additionally, there are many upcoming sessions to be organized by ICANN, Afrinic and others to discuss this ongoing process...This will definitely help improve  broader participation and give chance to interested stakeholders to express their views and concerns moving forward. 

Yes, I agree with you, "Regional representation" is not clearly expressed when it comes to the composition of the ICG but when someone from Africa talk about IANA functions, it will certainly have an African perspective in mind even hi is representing a more larger community. For example, Adiel even he is representing the RIRs knows very well what is good for Africa moving forward with this process. I guess the same is true for Mohamed, Mary and Manel.... 

Just trying to understand where the problem is with the so called "balanced representation"...
