Dear all,

I would like to remind you that the nomination period is still open; it will
close on 14 June. All AFRALO members, without exception, are free to
nominate the persons they believe will serve AFRALO in the best way. The
ones who will receive the support of the AFRALO community will lead AFRALO.
This is democracy.

The President ICANN Board, Chairman ALAC, and all AFRALO ALs

NURSES ACROSS THE BORDERS PROTEST THE OPEN PARTISANSHIP OF THE CHAIRPERSON
OF AFRALO IN THE SELECTION OF REGIONAL OFFICERS and ALAC Representative
Selection

 Zig Ziglar the reknown writer once wrote: 'you cannot expect a different
result from doing the same thing over and over again'

On the above premise, I wish to register the protest of my organization and
so many other members of ICANN from AFRALO (who silently are grudging) the
open and flagrant partisanship of the present Chairperson to AFRALO on the
above subject matter.
Please, be it noted that, this is not based on sentiments or personal
differences between my organization and Ms Fatimata Seye Sylla, but on the
democratic and accountable structures upon which ICANN is structured. For
the avoidance of doubt, Nurses Across the Borders was one of the
organizations that supported the nomination of Ms Sylla to the 2014 NOMCOM.

Since 2007, when AFRALO came into existence, all the leadership positions
within it, AND AFRALO Representatives within other ICANN Structures have
been rotated amongst the SAME SET of individuals and also follows the same
process/pattern of selection  just like the one being applied by Ms Sylla on
June 3 and 4 2013.

For the avoidance of doubts, I present below the list of officers of AFRALO
and AFRALO Representatives from 2007 till date:

We find very disturbing, lacking merit and devoid of any democratic
tendecies the proposal by Ms Fatimata Sylla on the following grounds:

1. Aziz Hilali whom she is proposing for Chairman AFRALO is still Secretary
to AFRALO till 2014. She is implying that, both positions be reserved for
him, and if wins, he relinquishes his post as Sec, and if he losses he
returns back as Sec to AFRALO to continue his tenure. If Aziz is interested
in the position as he has done, he should be asked to resign from the
position of Secretary AFRALO with immediate effect.

2. What is democratic in one person nominating 4 persons at once, and the
person happens to be the Chairperson of the Group?

3. AFRALO Bye laws made it very clear that, the Chairman shall cast the
decisiive vote, where there is a tie in any election, meaning,
chairmen/chairperson are supposed to be seen as neutral even though they may
have sympathy for a particular candidate, this should not be made known. But
in this case, Ms Fatimata has openly expressed her partisanship by her
selection. The outcome would be a bandwagon effect for those not wanting to
be seen as 'disloyal' to want to support her choice.

4. With the secondment of Tijani Ben Jemaa, the plot is fait accompli. Both
Mr Tijanin and Fatimata are leaders within AFRALO and one would expect them
to help nurture successors in a more transparent manner.

5. AFRALO is being unwittingly turned into a cult of the preserve, where
people like Fatimata, Tijani, Yaovi and Aziz now decides the faith of every
other members within AFRALO.

6, Look at the representation from 2007, it has been between the quadruple. 

7. Today, there are 26 confirmed At Large Structures withn AFRALO and, are
we saying that, without these Foursome, AFRALO will die? Please, we do not
deny the rights to vote or be voted for by the aforementioned individuals,
but that, all our actions should be very transparent and accountable. If
African politicians are known for nepotism, must it be reflected in ICANN?

8. AFRALO is not an independent body, but a structure within the larger
ICANN, and such, we expect the leaders with ICANN to guide and guard against
the abuse of power and position. If Ms Fatimata as Chairperson to AFRALO has
any preference for candidates, it should not be done with careless abandon.
She could do her silent campaign without trying to push her choice down our
throats. If ICANN choose to ignore or pretend there is nothing wrong with
the above practice, then, it will lose its credibility as an international
organization of repute.

9. The same practice maybe observable in other RALOs, but we are concerned
with AFRALO and perhaps, this maybe the right time ICANN begin to take more
than a passing interest in what happens within its structures. No part is
greater than the whole. 

The man died in him, who keeps quiet in the face of tyranny-Wole Soyinka

I would like to make an amendment to my nominations regarding the position
of Secretariat as it runs until AGM 2014.

We will make the nominations after election of the AFRALO Chair and only if
the present Secretary is elected

   1. Aziz as AFRALO Chair. Aziz has been a very hard working secretariat,
   keeping AFRALO at a very high level of reports delivery and has attended
   all the monthly meetings with valuable contributions. His term will
finish
   in 2015.
   2. Mohamed  as AFRALO Vice Chair. He has been an excellent ALAC member
   after his great work as a Nom Com member.
   3. Yaovi as  ALAC member for a second term.  He is doing great and
   improving every where within ALAC and AFRALO.  He is an active
participant
   in many ICANN work groups and contributes in all AFRALO monthly meetings
