In any case, I'm sure that there are any number of ALSes that Philemon could join if he is not already a member of an ALS. This has come up previously in at least one RALO, EURALO, and it was a simple matter of the candidate joining one of the ALSes.

The AFRALO MoU provides as follows in 3.5(A):

"Subject to the ICANN Bylaws' provisions relating to the structure and makeup of the At Large Advisory Committee, the seat or seats designated for African representatives shall be selected by the African RALO. Those selected may not be based in, or be citizens of, the same country, and they must be members of different At-Large Structures."

Philemon's biographical information does indicate that he is the Chair of ISOC Congo amongst other organisational affiliations.
