Any and all blogs from the community where the blogger is happy to
have his blog referenced will be connected (of course the RALOS and
ALAC could object to a blog being included if they wished to). The
idea is that the dynamic display of all viewpoints would make the
whole site more meaningful and thought-provoking.

As to the ease of posting to icannalac.org easy - I didn't find it
anything like as easy as posting to a Wiki, and the layers of
approval also seemed to me counterintuitive and difficult. I believe
some members of the community once commented in a similar vein.

Since the community and members of the community do post to the
wikis, and not to icannalac.org - which is referenced in each new ALS
welcome letter as well as listed on all the wikis under links, and on
the alac.icann.org site - I can only imagine that I wasn't the only
one who found it difficult.

There is not now, nor has there ever been, the possibility that the
GC would shut down an entire community website for any reason. If
there were a legal objection to a given statement or document it
would be simply done because the GC believed that it would lead to
lawsuits against ICANN. There is no censoring of ideas in this

This is the Board liaison report for the ALAC call scheduled for today.
I am sending it to the regional lists as well, for those of you who
might not be subscribed to the global At Large list.

The Board met by teleconference on June 18. The two issues affecting the
At Large discussed on the call were:


1.1) The Ombudsman report 06-317, on the Ynternet.org case. As reported
to the ALAC members on June 19, the Board discussed the Ombudsman's
recommendations, and found itself mostly in agreement with the ALAC's
points of view. Especially, the Board does not seem to have any desire
to enter into the substance of our deliberations in terms of ALS
approval or rejection. The Board agreed to draft a formal reply to the
Ombudsman in the following weeks (I still haven't seen it).


1.2) The GNSO Review Working Group (of which I am a member). The Board
took notice of the release of a draft document being posted for
subsequent discussion in San Juan. I already posted a detailed report
and solicitation for comments on June 19, see here:

I am still awaiting any collective opinion by the Committee.


Other issues discussed were:
1.3) ICANN changing bank;
1.4) information on a preliminary delegation request for .kp (North Korea);
1.5) ICANN's role in the IPv4->IPv6 transition (see below);
1.6) a request for information on the RAA amendment process, which was
deferred to San Juan (see below).

The Board then met again during the San Juan meeting. The main issues
affecting the At Large on the agenda were:


2.1) Establishment of the North American RALO.

As the MoU had been successfully negotiated between North American ALSes
and ICANN, the resolution was straightforward: to approve such MoU. It
was actually passed by acclamation, this being also the moment when all
RALOs are established and the ALAC becomes final and not interim any more.

There were celebrating comments by Roberto Gaetano and by Vanda
Scartezini. After a quick consultation by Skype chat with some North
American people - some of which wanted to celebrate, while one wanted us
to make a critical comment about the lack of actual power for users - I
worked out a spoken statement on the fly, which was transcribed as follows:

<<I think that the real comment is that apart from the fact that finally
we are removing the "interim" qualification from the ALAC, so we are
assuming our role, that this was really the result of a work that went
on for several years.  For many people.  And even -- actually, it was
not just a practical work.  It was really a work of people getting to

having real disagreements, having strong fights, but also starting to
build what in the end could be one of the most precious values for
ICANN, which is an avenue for collecting real input from consumers, from
general public, from users of the Internet of all kinds. And I think

of that, not just to receive this kind of input, but to actually listen

There is general satisfaction in the Board and in the staff for these
achievements, and even some preliminary "pour parler" in terms of
recognizing a somewhat more prominent role for the At Large in the ICANN
map, once the ALAC review process is concluded and if the review is
positive (2009?).


2.2) Protection of registrants

This was my main working item in San Juan and in the preceding weeks. In
Lisbon, we managed to get a resolution by the Board, committing the CEO
to proposing a process for revising the RAA - the contract that
establishes reciprocal responsibilities between ICANN and registrars,
thus defining the way the domain registration market works for consumers
- by San Juan, to strengthen protections to registrants.

This was accompanied by several staff actions, for example the
establishment of a system for escrowing the information about who
registered which domain, in case of failure of a registrar; this was
already required by contracts, but had never been implemented. Also,
there were some discussions on which instruments could be used to
enforce compliance with contracts by registrars; in the past, the only
option was the "nuclear" option, ie deaccreditation, but some
intermediate steps might help a lot. Finally, there have been
discussions on what should ICANN's role be in case of a registry going
bankrupt; should ICANN ensure continuity of failed TLDs, either
temporarily or permanently? Should it have emergency systems to cope
with technical failures by registries? Etc. (comments / statements on
these points would be welcome).

The main issue, however, was the revision of the RAA; registrars are
extremely sensitive to any change in this contract, which basically
defines their business, so that no change has been made since 2001; in
any case, their relationship with ICANN implies that any change in the
contract must be approved by them; in other words, they can veto any
change. I have been asking several times, in the period between Lisbon
and San Juan, about the status of this resolution; staff was having
discussions with the registrars and the Board was told that all of this
would have been up for debate in San Juan.

The proposal was first presented by staff to the Board on Sunday; it
envisaged a negotiation process between staff and registrars, with a
subsequent public comment period. I was immediately vocal against the
proposal, as it would practically have excluded us and the general
public from having any serious input into the negotiation. My initial
proposal, which had been already exposed in Lisbon, was to set up a
small working group consisting of staff, registrars, us and other
interested parties, to work out a consensus on which changes were
necessary, and other possible actions (for example, changes in the
accreditation process, education programs, staff activities etc.) The
initial reaction to my objection wasn't very warm, as people were
concerned about not alienating the opening that registrars had been
making in accepting to revise the RAA in certain sections.

In the workshop on Monday, the same proposal was presented, and I was
again quite hard against it, clearly saying that it was unacceptable.
This provoked irked reactions by some registrars from the floor.

In any case, when the first draft of the resolution came up for
discussion for the Board (always on the same lines), I tried to gather
consensus among Directors for changing it into something better for us.
Thus, the next draft of the process required that staff would hold a
consultation with us and with the general public, which would gather
input on what should be improved, not just about the RAA but also about
related policies and processes. This would be used as input for the
negotiation between staff and registrars; the resulting draft RAA would
then be subject to comment by us and by the public before consideration
by the Board.

The new text was introduced to the Board right on Friday morning, before
the beginning of the Board meeting. I still was dissatisfied with the
part of draft that required the negotiation to address "many of the
concerns" raised by the public, as that could have been used to escape
some key issues. So, right in the middle of the meeting, I drafted an
amendment, got its form checked by ICANN legal staff by IM, then took
the floor to ask for it, also thanks to a Board member (Peter Dengate
Thrush) who shared the concern and formally moved my amendment. We got
the amendment accepted and the amended resolution was unanimously
passed, with much satisfaction.

Now we still have to see how the resolution will be implemented; for the
moment, there are no clear plans yet. The public attention devoted to
the Registerfly case has been fundamental in making ICANN receptive to
our positions on the matter, so we have to keep up the attention. In the
ALAC meeting, I agreed to lead an At Large working group to draft our
response to this consultation, and I again invite people to join.


2.3) IDNs

In the weeks leading to San Juan, I had expressed concerns about the
possible disconnect between the different parts of such a complex
project, and the apparent lack of a comprehensive program plan. Several
Board members agreed, and staff was asked to present a "state of the
art" in San Juan. I will not enter into details (our IDN liaison already
posted reports), but the Board decided to take the following actions:

- It authorized the procedures to add experimental IDN TLDs in the root
zone. These will be domains of the form ".test" in various scripts and
languages, which will be used for tests only (no user registrations
possible). Elaborate procedures have been created to allow for immediate
interruption of the test, and removal of the entries, if anything bad
happened; I can't imagine what could go wrong, but still, in theory,
ICANN is legally not allowed to alter the root zone on the fly as it
likes, so there was the need for policies to allow this for the test
domains in case of an emergency.

- It received the list of questions on the possible introduction of
ccTLD-like IDNs, that was elaborated jointly by the ccNSO and the GAC.
This is seen as a possible shortcut to meet the enormous pressure for
some IDN TLDs to be added asap, while letting the full policy making
process for new TLDs to proceed at normal speed. The Board asked for
answers to these questions (in the first draft of the resolution it only
asked to the ccNSO and the GAC, but I made sure that the ALAC was
explicitly added as one of the respondents). I recommend that the ALAC
initiates as soon as possible the work to prepare and approve such answers.

- It encouraged further discussions on the few remaining technical
issues, though it seems clear that it's not the technicalities that are
slowing down the process.


2.4) Transition to IPv6

One Board member raised the issue - which is going to become quite hot -
of the transition from IPv4 to IPv6, and specifically:
a) how to encourage the transition, which still is not really happening;
b) how to allocate the scarce remaining batches of IPv4 addresses.

Current estimates are that IPv4 addresses will be exhausted around 2010
- very soon. Some parts of the world which traditionally obtained less
IPv4 addresses are suggesting that they should be reserved some IPv4
blocks, so that the transition (and its costs) are first approached
by the developed countries. It is in any case likely that a black market
of IPv4 addresses will develop, with those companies and entities who
got a lot in faraway times making plenty of money by reselling them.

ICANN does not have a huge role in this, since policies for allocation
are regional in nature; in any case, the Board wants staff to keep an
eye over the situation and do what is possible to speed up the transition.


2.5) Reform of the GNSO

The draft document was discussed in a workshop in San Juan. There seems
to be agreement towards moving to consensus-based working groups, but
much less agreement in reducing the political role of the Council, or in
revising the number of constituencies. The NCUC has released some
comments (which I forwarded to the WG after our meeting) and is asking
for our position on this matter.

For the moment, the Board does not have an opinion and is still waiting
for the Working Group to examine the feedback provided in San Juan and
finalize the report.


The other issues discussed were:

2.6) Approval of the ICANN Budget. The new budget foresees a decrease in
the ICANN fee paid by registrants from $0.22 per domain to $0.20, still
without any plan to charge domain tasting registrations. The budget was
approved by the Board, but it needs approval by 2/3 of the accredited
registrars to become final. There's no doubt that it will be approved.

2.7) Consultation on transparency. We should keep an eye over this. We
released statements on this matter in the past, and it would be worth at
least to resubmit them.

2.8) Appointment of Kevin Wilson as new ICANN CFO (approved).
2.9) Renewal of the .coop registry agreement (approved).
2.10) Change in fees for the .tel registry (approved).

Some other issues were discussed, outside of the agenda, during the
private Board workshops or on the Board mailing list:


2.11) The fellowship program. It was implemented in San Juan for the
first time, and I was asked to welcome the fellows; almost 40 people
from various groups (ccTLDs, NGOs, governments) and several developing
countries attended the meeting thanks to the program. I expressed our
full support for this idea, which some Board members really championed;
even if At Large members are excluded from the program (as we already
have our travel programs), it is a good way to increase inclusiveness.


2.12) .TEL contract amendment. .TEL is asking for permission to limit
the information displayed in their Whois service, to comply with
applicable (UK) privacy laws. The IP and business constituencies, as in
the broader Whois discussions, push for ICANN to force registrars and
registries to ignore their laws, through a procedure called "reconciling
Whois policies and national laws" (as if they were at the same level). I
stressed that it's not in ICANN's power to change national laws, so any
effort spent on anything but "do whatever your national law says" is
basically a waste of registrants' money. Anyway, this is not on the
Board agenda yet, pending advice/updates on the above policy.


2.13) The new gTLD process. Again, for the moment it is not on the Board
agenda yet, but of course it's "the" issue for ICANN since it was
created. There is an expectation to receive a final proposal from the
GNSO as soon as possible. The ALAC should be prepared to have an opinion
asap, drawing on the current drafts published by the GNSO.


The next Board call, planned for July 17, will possibly be cancelled.

The Board will meet again for a retreat in Los Angeles, on August 10-11.
The agenda is still unknown, but it is likely to contain the issue of
how to select the next ICANN Chair, how can ICANN work in the afterVint,
and long term strategies and vision; other issues that might or might
not come up are the new gTLD process, the IGF in Rio, the signing of the
root zone, the status of the Joint Project Agreement with the US
Government. I will post further information when I will have it.

deferred to San Juan (see below).

The council then still met during meeting of San Juan. The
assignment of principal exits to large on the agenda were:


2.1) establishment of the American of north RALO.

The principal exit, however, was the revision of the RAA; the
conservatives are extremely sensitive to any change of this contract,
which defines their business basically, so that no change was made
since 2001; in any event, their relationship with ICANN implies that
any change of the contract must be approved by them; in other words,
they veto of can change some. I had asked for several times, during
the time between Lisbon and San Juan, on the statute of this
resolution; the personnel had discussions with the conservatives and
the council was known as that all this would have been upwards for the
discussion in San Juan.

The proposal was presented the first time by the personnel at the
council Sunday; it considered a process of negotiation between the
personnel and the conservatives, with one following public period of
comment. I was immediately vocal against the proposal, because it
would have practically excluded us and general public to have any
serious entry in the negotiation. My original proposal, which had been
already exposed in Lisbon, was to install subaltern employees to be
composed of working group, conservatives, us and others having right,
to establish a consensus on which the changes were necessary, and
other possible actions (for example, changes of the process of
accreditation, programs of education, activities etc. of personnel.)
The initial reaction to my objection was not very hot, because people
were worried by not alienating the opening which the conservatives had
made while accepting to update the RAA in certain sections.

In the workshop Monday, the same proposal was presented, and I was
still completely hard against it, clearly saying that it was
unacceptable. This caused opposed reactions by some conservatives of

In any event, when the first outline of the resolution went up
for the discussion for the council (always on the same lines), I tried
to collect the consensus among directors to better change it into
something for us. Thus, the next outline of the process required that
the personnel would hold oneconsultation with us and general public, which recueilleraitentrée on
this which should be improved, not simply on the subject of the RAA
but also on the subject of the policies and the relative processes.
This would be employed like entry for the negotiation between the
personnel and the conservatives; resulting outline RAA would be prone
then to the comment by us and the public before consideration by the
council.

The new text was presented towards the Juste of council Friday
morning, before the beginning of the meeting of council. I was still
dissatisfait with the part of the outline which required negotiation
to address "several of the concerns" raised by the public, as which
could be employed to escape from some key questions. Thus, well in the
medium of the meeting, I wrote an amendment, obtained his form checked
by the legal personnel of ICANN by IM, then spoke to ask it, also
mercies with a member of the council (thrush of Peter Dengate)
which shared the concern and formally proposed my amendment. We
obtained the allowed amendment and the modified resolution was

receptive in our positions on the matter, thus we must maintain the
attention. During the meeting of ALAC, I agreed to carry out to the
great working group to write our response to this consultation, and to

2.3) IDNs

In weeks carrying out to San Juan, I had expressed concerns
relating to the possible disconnection between the various parts of a
so complex project, and the apparent lack of a complete plan of
program. Several members of the council agreed upon, and personnel
were invited to present a "current situation" in San Juan. I will not
start the small groups (our already announced reports/ratios of
connection of IDN), but the council decided to take following
measurements:

- it authorized the procedures to add experimental IDN TLDs in the
zone of root. They will come within provinces of the form "test" in
various manuscripts and languages, which will be employed for tests

ccTLD-like IDNs, that was jointly elaborate by the ccNSO and the GAC.
This is seen like a possible short cut to meet the enormous pressure
for a certain IDN TLDs to be added as soon as possible, while leaving
the full process of political decision-making so that new TLDs
proceeds at the normal speed. The council asked for answers to these
questions (in the first outline of the resolution which it only asked
the ccNSO and the GAC, but I ensured myself that the ALAC wasexplicitly added as a one of the guarantors). I recommend that the
ALAC as soon as possible launches work to prepare and approve such
answers.

- it encouraged other discussions on the few remaining technical
questions, although it seems clear that in fact technicalities slow
down the process.


2.4) transition to IPv6

A member of the council raised the question - which will become
completely hot - transition from IPv4 to IPv6, and specifically: a)
how to encourage the transition, which always does not occur really;b)
how to assign the rare remaining series of the IPv4 addresses.

The current evaluations are that the IPv4 addresses will be exhausted
around 2010
- very soon. Some areas of the world which traditionally obtained less
IPv4 addresses suggest than they should be the reserved blocks certain
IPv4, so that the transition (and its costs) are initially approached
by the developed countries. It is in any event probably that a black
market of the IPv4 addresses will develop, with these companies and
entities which obtained much during remote time making the abundance
of the money by reselling them.

ICANN does not have an enormous role in that, since the policies for
attribution are regional in kind; in any event, the council wants that
the personnel keeps an eye above the situation and makes what is
possible to accelerate the transition.


2.5) reform of the GNSO

The document of outline was discussed in a workshop in San
Juan. It seems y to have agreement towards moving with the working
groups consensus-based, but much less agreement by reducing the
political role of the Council, or by updating the number of electoral
colleges. The NCUC released some comments (which I dispatched with the
WP after our meeting) and requires our position on this matter.

The moment, the council does not have an opinion and always awaits the
working group to examine the feedback provided in San Juan and to
carry out the report/ratio.


The other discussed exits were:

exit way of choosing the next chair of ICANN, how ose the work of
ICANN in the afterVint, and the strategies and vision long-term; other
exits which could or could not be raised are the new process of gTLD,
the IGF in Rio, the signature of the zone of root, the statute of the
agreement of joint project with the government of the USA. I will
announce more information when I have it.

Não há agora, nem houve sempre, a possibilidade que o GC

Se houvesse uma objeção legal a uma indicação dada ou documentar

Este é o relatório da ligação da placa para a chamada de ALAC

discutido na chamada era:


1.1) o relatório 06-317 do ombudsman, no exemplo de Ynternet.org.
Como relatado aos membros de ALAC junho em 19, a placa discutiu as
recomendações do ombudsman, e encontrou-se na maior parte no acordo
com os pontos do ALAC da vista. Especial, a placa não parece ter
nenhum desejo participar na substância de nossos deliberations nos
termos da aprovaçã0 ou da rejeção de ALS. A placa concordou
esboçar uma resposta formal ao ombudsman nas seguintes semanas (eu
não a tenho visto ainda).


1.2) o grupo de funcionamento da revisão de GNSO (de qual eu sou um
membro). A placa fêz exame da observação da liberação de um
original de esboço que está sendo afixado para a discussão
subseqüente em San Juan. Eu afixei já um relatório detalhado e o
solicitation para comentários junho em 19, vê aqui:

Outras edições discutidas eram: 1.3) banco em mudança de ICANN;
informação 1.4) em um pedido preliminar do delegation para o kp

(veja abaixo); 1.6) um pedido para a informação no processo da
emenda de RAA, que foi adiado para San Juan (vê abaixo).

A placa encontrou-se com então outra vez durante a reunião do
San Juan. Afetar das edições principais em grande na agenda era:


2.1) estabelecimento do RALO norte-americano.

Porque o MoU tinha sido negociado com sucesso entre ALSes e ICANN
norte-americanos, a definição era direta: para aprovar tal MoU.
Estêve passado realmente pelo acclamation, este ser também o momento
em que todo o RALOs é estabelecido e o ALAC se transforma final e
não ínterim any.more.

Lá comemoravam comentários por Roberto Gaetano e por Vanda
Scartezini. Após um consultation rápido pelo bate-papo de Skype com
alguns povos norte-americanos - alguns de que quis comemorar, quando
um nos quis fazer um comentário crítico sobre a falta do poder real
para usuários - eu trabalhei para fora de uma indicação falada na
mosca, que foi transcrita como segue:

 

Há uma satisfação geral na placa e na equipe de funcionários para
estas realizações, e mesmo alguma preliminar "derrama o parler" nos
termos de reconhecer um papel um tanto mais proeminente para em grande
no ICANNtrace, uma vez que o processo da revisão de ALAC é conclído e se a
revisão for positiva (2009?).


2.2) proteção dos registrants

Este era meu artigo trabalhando principal em San Juan e nas
semanas precedentes. Em Lisboa, nós controlamos começar uma
definição pela placa, cometendo o CEO a propôr um processo para

instrumentos poderiam ser usados reforçar a conformidade com
contratos por registrars; no passado, a única opção era a opção
"nuclear", deaccreditation do IE, mas algumas etapas intermediárias
puderam ajudar muito. Finalmente, houve umas discussões em que se o
papel de ICANN's for caso que de um registro que vai falido; deve
ICANN assegurar a continuidade de TLDs falhado, temporariamente ou
permanentemente? Deve ter os sistemas de emergência a lidar com as
falhas técnicas por registros? Etc. (os comentários/indicações
nestes pontos seriam bem-vindos).

A edição principal, entretanto, era a revisão do RAA; os registrars
são extremamente sensíveis a toda a mudança neste contrato, que

A proposta foi apresentada primeiramente pela equipe de funcionários
à placa em domingo; envisaged um processo da negociação entre a
equipe de funcionários e os registrars, com um período público
subseqüente do comentário. Eu era imediatamente vocal de encontro à
proposta, porque praticamente excluiria nos e o público geral de ter
toda a entrada séria na negociação. Minha proposta inicial, que
tinha sido exposta já em Lisboa, devia ajustar acima uma equipe de
funcionários pequena consistir do grupo de funcionamento, registrars,
nos e outros partidos interessados, trabalhar para fora de um consenso
em que as mudanças eram necessárias, e de outras ações possíveis
(para o exemplo, as mudanças no processo do accreditation, os
programas da instrução, as atividades etc. da equipe de
funcionários.) A reação inicial a minha objeção não estava muito
morna, porque os povos foram concernidos sobre não alienating a
abertura que os registrars têm feito na aceitação para revisar o
RAA em determinadas seções.

Na oficina em segunda-feira, a mesma proposta foi apresentada, e eu
era outra vez completamente duro de encontro a ela, claramente dizendo

os registrars; o esboço resultante RAA seria então sujeito ao
comentário por nós e pelo público antes da consideração pela
placa.

O texto novo foi introduzido à direita da placa na manhã de
sexta-feira, antes do começo da reunião de placa. Eu fui
descontentado ainda com a parte do esboço que requereu a negociação
se dirigir a "muitos dos interesses" levantados pelo público, como
que poderia ter sido usado escapar de algumas edições chaves. Assim,
para a direita no meio da reunião, eu esbocei uma emenda, começada
seu formulário verificado pela equipe de funcionários legal de ICANN
por IM, fiz exame então do assoalho para pedir ele, também
agradecimentos a um membro de placa (tordo de Peter Dengate) que
compartilhasse do interesse e movesse formalmente minha emenda. Nós
começamos a emenda aceitada e a definição emendada foi passada
unânimemente, com muita satisfação.

Agora nós ainda temos que ver como a definição será executada;
para o momento, não há nenhuma planta do espaço livre ainda. A
atenção pública devotada ao exemplo de Registerfly foi fundamental
em fazer ICANN receptivo a nossas posições na matéria, assim que
nós temos que proseguir a atenção. Na reunião de ALAC, eu
concordei conduzir no grupo de funcionamento grande para esboçar
nossa resposta a este consultation, e ao mim convido outra vez povos
juntar.


2.3) IDNs

Nas semanas que conduzem a San Juan, eu tinha expressado
interesses sobre a disconexão possível entre as partes diferentes de
um projeto tão complexo, e a falta aparente de uma planta detalhada
do programa. Diversos membros de placa concordados, e a equipe de
funcionários foram pedidos para apresentar um "último modelo" em San
Juan. Eu não participarei em detalhes (nossos relatórios já
afixados da ligação de IDN), mas na placa decidida fazer exame das
seguintes ações:

- autorizou os procedimentos para adicionar IDN experimental TLDs na
zona da raiz. Estes serão domínios do formulário "test" nos vários
certificados e línguas, que serão usados para testes somente
(nenhuns registos do usuário possíveis). Os procedimentos elaborados
foram criados para permitir o interruption imediato do teste, e a
remoção das entradas, se qualquer coisa mau acontecido; Eu não
posso imaginar o que poderia ir erradamente, mas ainda, na teoria,
ICANN não é permitido legalmente alterar a zona da raiz na mosca
enquanto gosta, assim lá era a necessidade para políticas permitir
isto para os domínios do teste caso que de uma emergência.

- recebeu a lista das perguntas na introdução possível ccTLD-como
de IDNs, aquele foi elaborado conjuntamente pelo ccNSO e pelo GAC.
Isto é visto como um atalho possível para se encontrar com a
pressão enorme para algum IDN TLDs ser adicionado o mais cedo
possível, ao deixar o processo fazendo cheio de política para que
TLDs novo prosiga na velocidade normal. A placa pediu respostas a
estas perguntas (no primeiro esboço da definição que pediu somente
ao ccNSO e ao GAC, mas eu certifiquei-me de que o ALAC estêve
adicionado explicitamente como um dos respondents). Eu recomendo que o
ALAC inicía o mais cedo possível o trabalho para preparar e aprovar
tais respostas.

- incentivou umas discussões mais adicionais em poucas edições
técnicas restantes, embora parece desobstruído que não é os
technicalities que estão retardando abaixo o processo.


2.4) transição a IPv6

Um membro de placa levantou a edição - que está indo se
tornar completamente quente - da transição de IPv4 a IPv6, e
especificamente: a) como incentivar a transição, que ainda não
está acontecendo realmente;b) como alocar os grupos restantes escassos dos endereços IPv4.

As estimativas atuais são que os endereços IPv4 estarão esgotados
em torno de 2010
- muito logo. Algumas partes do mundo que obteve tradicional menos
endereços IPv4 estão sugerindo que devem ser os blocos algum IPv4
reservados, de modo que a transição (e seus custos) sejam
aproximados primeiramente pelos países desenvolvidos. Está em todo o
caso provavelmente que um mercado preto dos endereços IPv4
desenvolva, com aquelas companhias e entidades que começaram muito
nas épocas faraway que fazem a abundância do dinheiro reselling as.

ICANN não tem um papel enorme neste, desde que as políticas para o
alocamento são regionais na natureza; em todo o caso, a placa quer a
equipe de funcionários manter um olho sobre a situação e fazer o
que é possível para se apressar acima da transição.


2.5) reforma do GNSO

O original de esboço foi discutido em uma oficina em San Juan.
Parece haver um acordo para mover-se para grupos de funcionamento
consenso-baseados, mas muito um menos acordo em reduzir o papel
político do conselho, ou em revisar o número dos círculos
eleitorais. O NCUC liberou alguns comentários (que eu enviei ao WG
após nossa reunião) e está pedindo-os nossa posição nesta
matéria.

Pelo momento, a placa não tem uma opinião e está esperando ainda o
grupo de funcionamento para examinar o gabarito fornecido em San Juan
e para finalizar o relatório.


As outras edições discutidas eram:

2.6) aprovaçã0 do orçamento de ICANN. O orçamento novo prevê uma
diminuição na taxa de ICANN paga por registrants de $0.22 por o
domínio a $0.20, sem nenhuma planta para carregar ainda registos do
gosto do domínio. O orçamento foi aprovado pela placa, mas necessita
a aprovaçã0 por 2/3 dos registrars acreditados tornar-se final. Não
há nenhuma dúvida que será aprovada.

2.7) consultation na transparência. Nós devemos manter um olho sobre
este. Nós liberamos indicações nesta matéria no passado, e valeria
a pena ao menos para submetê-las novamente.

2.8) nomeação de Kevin Wilson como ICANN novo CFO (aprovado). 2.9)
renovação do acordo do registro do coop (aprovado). 2.10) mudam nas
taxas para o registro do tel (aprovado).

Algumas outras edições foram discutidas, fora da agenda,

2.11) o programa do fellowship. Foi executado em San Juan para a
primeira vez, e eu fui pedido para dar boas-vindas aos companheiros;
quase 40 povos dos vários grupos (ccTLDs, nGOs, governos) e de
diversos países tornando-se atenderam aos agradecimentos da reunião
ao programa. Eu expressei nossa sustentação cheia para esta idéia,
que alguns membros de placa championed realmente; mesmo se em membros
grandes são excluídos do programa (porque nós temos já nossos
programas do curso), ele é uma maneira boa aumentar o inclusiveness.


2.12) emenda do contrato do TEL. O TEL está pedindo permissão
limitar a informação indicada em seu serviço do WHOIS, para comply
com as leis (BRITÂNICAS) aplicáveis da privacidade. IP e os
círculos eleitorais do negócio, como nas discussões mais largas do
WHOIS, impulso para que ICANN force registrars e registros a ignorar
suas leis, com um procedimento chamado "reconciling políticas do

desde que foi criado. Há uma expectativa para receber o mais cedo
possível uma proposta final do GNSO. O ALAC deve ser preparado para
ter uma opinião o mais cedo possível, extraindo nos esboços atuais
publicados pelo GNSO.


A chamada seguinte da placa, de planeamento para julho 17, será
cancelada possivelmente.

A placa encontrar-se-á com outra vez para um recuo em Los Angeles, em
agosto 10-11. A agenda é ainda desconhecido, mas é provável conter

pode o trabalho de ICANN no afterVint, e estratégias e visão a longo

público geral, que recolheriaentrada em o que deve ser melhorada, não apenas sobre o RAA mas
também sobre políticas e processos relacionados. Isto seria usado
como a entrada para a negociação entre a equipe de funcionários e
os registrars; o esboço resultante RAA seria então sujeito ao
comentário por nós e pelo público antes da consideração pela
placa.

O texto novo foi introduzido à direita da placa na manhã de
sexta-feira, antes do começo da reunião de placa. Eu fui
descontentado ainda com a parte do esboço que requereu a negociação
se dirigir a "muitos dos interesses" levantados pelo público, como
que poderia ter sido usado escapar de algumas edições chaves. Assim,
para a direita no meio da reunião, eu esbocei uma emenda, começada
seu formulário verificado pela equipe de funcionários legal de ICANN
por IM, fiz exame então do assoalho para pedir ele, também
agradecimentos a um membro de placa (tordo de Peter Dengate) que
compartilhasse do interesse e movesse formalmente minha emenda. Nós
começamos a emenda aceitada e a definição emendada foi passada
unânimemente, com muita satisfação.

Agora nós ainda temos que ver como a definição será executada;
para o momento, não há nenhuma planta do espaço livre ainda. A
atenção pública devotada ao exemplo de Registerfly foi fundamental
em fazer ICANN receptivo a nossas posições na matéria, assim que
nós temos que proseguir a atenção. Na reunião de ALAC, eu
concordei conduzir no grupo de funcionamento grande para esboçar
nossa resposta a este consultation, e ao mim convido outra vez povos
juntar.


2.3) IDNs

Nas semanas que conduzem a San Juan, eu tinha expressado
interesses sobre a disconexão possível entre as partes diferentes de
um projeto tão complexo, e a falta aparente de uma planta detalhada
do programa. Diversos membros de placa concordaram, e a equipe de
funcionários foi pedida para apresentar um "último modelo" em San
Juan. Eu não participarei em detalhes (nossos relatórios já
afixados da ligação de IDN), mas na placa decidida fazer exame das
seguintes ações:

- autorizou os procedimentos para adicionar IDN experimental TLDs na
zona da raiz. Estes serão domínios do formulário "test" nos vários
certificados e línguas, que serão usados para testes somente
(nenhuns registos do usuário possíveis). Os procedimentos elaborados
foram criados para permitir o interruption imediato do teste, e a
remoção das entradas, se qualquer coisa mau acontecido; Eu não
posso imaginar o que poderia ir erradamente, mas ainda, na teoria,
ICANN não é permitido legalmente alterar a zona da raiz na mosca
enquanto gosta, assim lá era a necessidade para políticas permitir
isto para os domínios do teste caso que de uma emergência.

- recebeu a lista das perguntas na introdução possível ccTLD-como
de IDNs, aquele foi elaborado conjuntamente pelo ccNSO e pelo GAC.
Isto é visto como um atalho possível para se encontrar com a
pressão enorme para algum IDN TLDs ser adicionado o mais cedo
possível, ao deixar o processo fazendo cheio de política para que
TLDs novo prosiga na velocidade normal. A placa pediu respostas a
estas perguntas (no primeiro esboço da definição que pediu somente
ao ccNSO e ao GAC, mas eu certifiquei-me de que o ALAC estêve
adicionado explicitamente como um dos respondents). Eu recomendo que o
ALAC inicía o mais cedo possível o trabalho para preparar e aprovar
tais respostas.

- incentivou umas discussões mais adicionais em poucas edições
técnicas restantes, embora parece desobstruído que não é os
technicalities que estão retardando abaixo o processo.


2.4) transição a IPv6

Um membro de placa levantou a edição - que está indo se
tornar completamente quente - da transição de IPv4 a IPv6, e
especificamente: a) como incentivar a transição, que ainda não
está acontecendo realmente;b) como alocar os grupos restantes escassos dos endereços IPv4.

As estimativas atuais são que os endereços IPv4 estarão esgotados
em torno de 2010
- muito logo. Algumas partes do mundo que obteve tradicional menos
endereços IPv4 estão sugerindo que devem ser os blocos algum IPv4
reservados, de modo que a transição (e seus custos) sejam
aproximados primeiramente pelos países desenvolvidos. Está em todo o
caso provavelmente que um mercado preto dos endereços IPv4
desenvolva, com aquelas companhias e entidades que começaram muito
nas épocas faraway que fazem a abundância do dinheiro reselling as.

ICANN não tem um papel enorme neste, desde que as políticas para o
alocamento são regionais na natureza; em todo o caso, a placa quer a
equipe de funcionários manter um olho sobre a situação e fazer o
que é possível para se apressar acima da transição.


2.5) reforma do GNSO

O original de esboço foi discutido em uma oficina em San Juan.
Parece haver um acordo para mover-se para grupos de funcionamento
consenso-baseados, mas muito um menos acordo em reduzir o papel
político do conselho, ou em revisar o número dos círculos
eleitorais. O NCUC liberou alguns comentários (que eu enviei ao WG
após nossa reunião) e está pedindo-os nossa posição nesta
matéria.

Pelo momento, a placa não tem uma opinião e está esperando ainda o
grupo de funcionamento para examinar o gabarito fornecido em San Juan
e para finalizar o relatório.


As outras edições discutidas eram:

2.6) aprovaçã0 do orçamento de ICANN. O orçamento novo prevê uma
diminuição na taxa de ICANN paga por registrants de $0.22 por o
domínio a $0.20, sem nenhuma planta para carregar ainda registos do
gosto do domínio. O orçamento foi aprovado pela placa, mas necessita
a aprovaçã0 por 2/3 dos registrars acreditados tornar-se final. Não
há nenhuma dúvida que será aprovada.

2.7) consultation na transparência. Nós devemos manter um olho sobre
este. Nós liberamos indicações nesta matéria no passado, e valeria
a pena ao menos para submetê-las novamente.

2.8) nomeação de Kevin Wilson como ICANN novo CFO (aprovado). 2.9)
renovação do acordo do registro do coop (aprovado). 2.10) mudam nas
taxas para o registro do tel (aprovado).

Algumas outras edições foram discutidas, fora da agenda,
durante as oficinas confidenciais da placa ou na lista enviando da
placa:


2.11) o programa do fellowship. Foi executado em San Juan para a
primeira vez, e eu fui pedido para dar boas-vindas aos companheiros;
quase 40 povos dos vários grupos (ccTLDs, nGOs, governos) e de
diversos países tornando-se atenderam aos agradecimentos da reunião
ao programa. Eu expressei nossa sustentação cheia para esta idéia,
que alguns membros de placa championed realmente; mesmo se em membros
grandes são excluídos do programa (porque nós temos já nossos
programas do curso), ele é uma maneira boa aumentar o inclusiveness.


2.12) emenda do contrato do TEL. O TEL está pedindo permissão
limitar a informação indicada em seu serviço do WHOIS, para comply
com as leis (BRITÂNICAS) aplicáveis da privacidade. IP e os
círculos eleitorais do negócio, como nas discussões mais largas do
WHOIS, impulso para que ICANN force registrars e registros a ignorar

possível uma proposta final do GNSO. O ALAC deve ser preparado para
ter uma opinião o mais cedo possível, extraindo nos esboços atuais
publicados pelo GNSO.

cancelada possivelmente.

A placa encontrar-se-á com outra vez para um recuo em Los Angeles, em
agosto 10-11. A agenda é ainda desconhecido, mas é provável conter

O conselho encontrado por téléconférence Junho de 18 a afectação
de duas saídas à grande discutido à chamada era:


1.1) o relatório 06-317 de Ombudsman, sobre o caso de Ynternet.org.
Como trazido aos membros de ALAC Junho de 19, o conselho discutiu as
recomendações do Ombudsman, e encontrou-se a maior parte do tempo de
acordo com os pontos do ALAC de vista. Em especial, o conselho não
parece não ter nenhum desejo de entrar na substância das nossas
discussões em termos de aprovação ou rejeição de ALS. O conselho
aceitou redigir uma resposta formal ao Ombudsman em semanas seguintes
(sempre não o vi).


1.2) o grupo de trabalho de revista de GNSO (que sou um membro). O
conselho tomou a notificação da liberação de um documento de
esboço assinalado para a discussão seguinte em San Juan. Já tenho
assinalado um relatório detalhado e a solicitação para comentários
Junho de 19, vê aqui:

Outras saídas discutidas eram: 1.3) banco variável de ICANN; a
informação 1.4) a um pedido preliminar de delegação de kp (Coreia
do Norte); 1.5) papel de ICANN' s na transição de IPv4- IPv6 (ver
abaixo); 1.6) um pedido da informação sobre o método de alteração
de RAA, que foi adiado à San Juan (vêem abaixo).

O conselho então reuniu-se ainda durante reunir-se de San Juan. A
afectação de saídas principais à grande à ordem de trabalhos era:


2.1) estabelecimento do Americano do norte RALO.

Porque o MoU tinha sido negociado com sucesso entre ALSes americano do
norte e ICANN, a resolução era honesta: para aprovar tal MoU. Foi
passado realmente por aclamação, de ser igualmente o momento em que
qualquer RALOs é estabelecido e o ALAC fica doravante final e não
ínterim.

Lá celebravam comentários por Roberto Gaetano e por Vanda
Scartezini. Após uma consulta rápida por conversa de Skype com
alguns americanos do norte - alguns das quais quis celebrar, enquanto
que queria-se que fizéssemos um comentário crítico a respeito da
falta de potência real para utilizadores - estabeleci em degrau um
relatório falado, que foi transcrito do seguinte modo:



Há de satisfação geral no conselho e o pessoal para estes
cumprimentos, e mesmo certa preliminar "verte a fala" em termos de
identificar um papel ligeiramente mais adiante para à grande em o
ICANNtracez, uma vez que o processo de revista de ALAC é concluído e
se a revista é positiva (2009?).


2.2) protecção dos registrants

Era o meu artigo que funciona principal em San Juan e em semanas
precedentes. À Lisboa, chegamos a obter uma resolução pelo
conselho, cometendo o Presidente propôr um processo para actualizar o
RAA - o contrato que estabelece responsabilidades recíprocas entre
ICANN e conservadores, consequentemente definindo a maneira os
trabalhos do mercado de registo de domínio para consumidores- por San Juan, para reforçar protecções aos registrants.

Isto foi acompanhado de várias acções de pessoal, por exemplo o
estabelecimento de um sistema para escrowing as informações sobre
quem registou-se que domínio, no caso de malogro de um conservador;
isto já tem sido exigido por contratos, mas nunca tinha sido posto em
aplicação. Além disso, havia algumas discussões sobre as quais
instrumentos poderiam ser empregados para impôr a conformidade aos
contratos por conservadores; no passado, a única opção era a
opção "nuclear", deaccreditation de IE, mas algumas etapas
intermédias poderiam ajudar muito. Em conclusão, houve discussões
sobre o que se o papel de ICANN' s está no caso de registo que faz
falência; no caso ICANN assegurar a continuidade de TLDs encalhado,
temporariamente ou de maneira permanente? No caso ele ter circuitos
socorro a fazer face aos malogros técnicos por registos? Etc. (os
comentários/relatórios sobre estes pontos seriam bem-vindos).

A saída principal, no entanto, era a revisão do RAA; os
conservadores são extremamente sensíveis à qualquer mudança deste
contrato, que define fundamentalmente os seus negócios, de modo que
nenhuma mudança seja feita desde 2001; de qualquer modo, o seu
relatório com ICANN implica que qualquer mudança do contrato deve
ser aprovada por eles; por outras palavras, eles veto de bidáo
altera. Tinha pedido várias vezes, no período entre Lisboa e San
Juan, sobre o estatuto desta resolução; o pessoal tinha discussões
com os conservadores e o conselho foi dito que qualquer isto ter-o-ia
sido para cima para a discussão em San Juan.

A proposta foi apresentada a primeira vez pelo pessoal ao conselho
Domingo; encarou um processo de negociação entre o pessoal e os
conservadores, com um período público seguinte de comentário. Era
imediatamente vocal contra a proposta, porque praticamente teria
excluído e o grande público de ter-nos qualquer entrada séria na
negociação. A minha proposta inicial, que já tinha sido exposta em
Lisboa, devia instalar um pequeno pessoal compôr-se de grupo de
trabalho, os conservadores, nós e outros beneficiários, estabelecer
um consenso sobre o qual as mudanças eram necessárias, e das outras
acções possíveis (por exemplo, das mudanças do método de
acreditação, os programas de educação, as actividades etc... de
pessoal.) A reacção inicial à minha objecção não era muito
quente, porque as pessoas foram preocupadas por não alienar abertura
que os conservadores tivessem feito aceitando para actualizar o RAA em
certas secções.

No atelier segunda-feira, a mesma proposta foi apresentada, e ainda
completamente devia-me contra ela, claramente dizendo que era
inaceitável. Isto provocado contrariou reacções por alguns

De qualquer modo, quando o primeiro esboço da resolução montou para
a discussão para o conselho (sempre sobre as mesmas linhas), tentei
recolher o consenso entre directores para melhor alterá-lo em algo
para nós. Assim, o próximo esboço do processo exigiu que o pessoal
teria umaconsulta com nós e com o grande público, que recueilleraitentrée
sobre o que deveria ser melhorado, não simplesmente ao assunto do RAA
mas igualmente o assunto das políticas e os processos relativos. Isto
é empregado como entrada para a negociação entre o pessoal e os
conservadores; o esboço resultante RAA seria sujeito então ao
comentário por nós e o público antes de consideração pelo
conselho.

O novo texto foi apresentado para o justo de conselho Sexta-feira
manhã, antes do início da reunião de conselho. Era ainda
dissatisfait com a parte do esboço que exigiu da negociação de
dirigir "várias das apreensões" levantadas pelo público, como que
poderia ter sido empregado para escapar às algumas perguntas chave.
Assim, bem no meio da reunião, redigi uma alteração, obtida a sua
forma verificada pelo pessoal jurídico de ICANN por IM, seguidamente
tomei a palavra para pedir ela, tão mercis um membro do conselho
(tordo de Peter Dengate) que compartilhou a preocupação e
formalmente propôs a minha alteração. Obtivemos a alteração
admitida e a resolução alterada foi passada unanimemente, com muita
satisfação.

Agora devemos ainda ver como a resolução puser em aplicação; pelo
momento, não há nenhum plano de espaço livre ainda. A atenção
pública consagrada ao caso de Registerfly foi fundamental tornando
ICANN receptivo nas nossas posições sobre a matéria, assim nós
deve manter a atenção. Aquando da reunião de ALAC, aceitei efectuar
ao grande grupo de trabalho a redigir a nossa resposta à esta
consulta, e à mim convida ainda pessoas a juntar-se.


2.3) IDNs

Em semanas que efectuam à San Juan, tinha exprimido apreensões
relativas à desconexão possível entre as diferentes partes de um
projecto se complexo, e a falta aparente de um plano completo de
programa. Vários membros do conselho convindos, e pessoal foram
convidados a apresentar uma "situação actual" em San Juan. Não
iniciarei os pequenos grupos (os nossos relatórios já assinalados de
ligação de IDN), mas o conselho decidido para tomar as medidas
seguintes:

- autorizou os procedimentos para acrescentar IDN experimental TLDs na
zona de raiz. Serão domínios da forma "teste" em diversos
manuscritos e línguas, que serão empregados para ensaios apenas
(nenhuns registos de utilizador possíveis). Procedimentos refinados
foram criados para ter em conta a interrupção imediata do ensaio, e
a deslocação das entradas, assim qualquer coisa mau produto; Não
posso imaginar o que poderia girar mal, mas sempre, na teoria, não se
permite legalmente à ICANN de alterar a zona de raiz em degrau como
quer tanto lá, era a necessidade das políticas de permitir isto para
os domínios de ensaio em casos de urgência.

- recebeu a lista de perguntas sobre a introdução possível
ccTLD-comme de IDNs, aquilo foi elaborado conjuntamente o ccNSO e o
GAC. Isto é visto como um atalho possível para encontrar a enorme
pressão para certo IDN TLDs a ser acrescentado tão cedo quanto
possível, deixando ao mesmo tempo cheio o processo de tomada de
decisão político de modo que novo TLDs proceda à velocidade normal.
O conselho pediu respostas à estas perguntas (no primeiro esboço da
resolução que apenas pediu ao ccNSO e o GAC, mas assegurei-me de que
o ALAC foiexplicitamente acrescentado como um dos respondentes). Recomendo que o
ALAC lança tão cedo quanto possível o trabalho para preparar e
aprovar tais respostas.

- incentivou outras discussões sobre as algumas perguntas técnicas
restantes, embora pareça claramente que não é os tecnicismos que
retardam o processo.


2.4) transição à IPv6

Um membro do conselho levantou a pergunta - que vai tornar-se
completamente quente - da transição de IPv4 à IPv6, e
especificamente: a) como incentivar a transição, que sempre não se
produz realmente;b) como atribuir as séries restantes raras dos
endereços IPv4.

As avaliações correntes são que os endereços IPv4 serão esgotados
em redor de 2010
- muito cedo. Algumas regiões do mundo que obteve tradicionalmente
menos endereços IPv4 sugerem que devam ser os blocos certo IPv4
reservados, de modo que a transição (e os seus custos) primeiro seja

ICANN não tem um papel enorme naquilo, dado que as políticas para a
atribuição são regionais em natureza; de qualquer modo, o conselho
quer que o pessoal guarda um olho acima a situação e faça o que é
possível para acelerar a transição.


2.5) reforma do GNSO

O documento de esboço foi discutido num atelier em San Juan. Haver
acordo para deslocar-se aos grupos de trabalho consenso- baseados, mas
muito menos acordo reduzindo o papel político do Conselho, ou
actualizando o número de colégios eleitorais. O NCUC liberou alguns
comentários (que expedi à WP após a nossa reunião) e pede a nossa
posição sobre esta matéria.

O momento, o conselho não tem uma opinião e espera sempre o grupo de
trabalho para examinar a retroacção fornecida em San Juan e para
efectuar o relatório.


As outras saídas discutidas eram:

diminuição dos honorários de ICANN pagados por registrants de $0.22
por domínio à $0.20, sem qualquer plano para encarregar sempre

aprovado.

2.7) consulta sobre a transparência. Deveríamos guardar um olho
acima isto. Liberamos relatórios sobre esta matéria no passado, e
deveria em valor pelo menos submeter-o novamente.

2.8) nomeação Kevin Wilson como novo ICANN CFO (aprovação). 2.9)
renovação do acordo de registo de coop (aprovação). 2.10) alteram
nos honorários para o registo de tal (aprovação).

Algumas outras saídas foram discutidas, fora de aproximadamente do

2.11) o programa de camaradagem. Foi posto em aplicação em San Juan
primeira vez, e fui convidadadesejar a boas-vindas aos camaradas; quase 40 pessoas diversos grupos
(ccTLDs, O.N.G.S, governos) e de vários países em vias de
desenvolvimento assistiram à graça de reunião ao programa.
Exprimi o nosso apoio total para esta ideia, que alguns membros do
conselho realmente apoiaram; ainda que à grandes membros são
excluídos do programa (porque temos já os nossos programas de
viagem), é uma boa maneira de aumentar o todo.


2.12) alteração de contrato de TAL. O TAL pede a permissão limitar
a informação mostrada no seu serviço de WHOIS, para conformar-se
às leis (BRITÂNICO) aplicáveis de intimidade. IP e os colégios
eleitorais de negócios, como nas discussões mais largas de WHOIS,
acentuado de modo que icann force conservadores e registos a ignorar
as suas leis, por um método chamado "reconciliação das políticas
de WHOIS e as leis nacionais" (como se estavam ao mesmo nível).
Apresentei um constrangimento que não é na potência de ICANN' s
alterar leis nacionais, tellementl' esforço gasto sobre qualquer
coisa mas "fazem aquele que a vossa lei nacional indica que" está
fundamentalmente um desperdício do dinheiro dos registrants. Seja
como for, não é à ordem de trabalhos conselho ainda, esperando o
conselho sobre a política acima.


2.13) o novo processo de gTLD. Ainda, porque o momento não é à
ordem de trabalhos conselho ainda, mas naturalmente é "" a saída
para ICANN dado que foi criado. Há uma esperança para receber uma
proposta final do GNSO tão cedo quanto possível. O ALAC deveria ser
preparado tão cedo quanto possível para ter uma opinião, desenhando
sobre os esboços correntes editados pelo GNSO.


A próxima chamada de conselho, prevista para Julho de 17, será
contra-ordenada provavelmente.

O conselho reunir-se-á ainda para uma reforma em Los Angeles, Agosto
de 10-11. a ordem de trabalhos continua desconhecida, mas é
susceptível de conter a saída da maneira escolher a próxima cadeira
de ICANN, como ousa o trabalho de ICANN no afterVint, e estratégias e
visão a longo prazo; outras saídas que poderiam ou não poderiam ser
levantadas são o novo processo de gTLD, o IGF em Rio de Janeiro, a
assinatura da zona de raiz, o estatuto do acordo de projecto comum com
o governo dos EUA. Assinalarei mais informação quando tiver.

Et tous les blogs de la communauté où le blogger est heureux
pour avoir son blog référencé en seront reliés (naturellement le
RALOS et l'ALAC pourraient s'opposer à un blog étant inclus s'ils
souhaitaient). L'idée est que l'affichage dynamique de tous les
points de vue ferait tout le emplacement plus signicatif et
pensée-provoquant.

Quant à la facilité de la signalisation à icannalac.org facile - je
ne l'ai pas trouvé quelque chose comme aussi facile que signalant à
un Wiki, et les couches d'approbation ont également semblé à moi
counterintuitive et difficile. Je crois que quelques membres de la
communauté ont par le passé commenté dans une veine semblable.

Puisque la communauté et les membres de la communauté signalent aux
wikis, et pas à icannalac.org - qui est mis en référence dans
chaque nouvelle lettre bienvenue d'ALS aussi bien qu'énuméré sur
tous les wikis sous des liens, et sur l'emplacement d'alac.icann.org -
je peux seulement imaginer que je n'étais pas le seul qui l'a trouvé
difficile.

Il n'y a pas maintenant, ni il jamais y a eu, la possibilité
que la CHROMATOGRAPHIE GAZEUSE arrêterait un site Web entier de la
communauté pour n'importe quelle raison. S'il y avait une objection
légale à un rapport donné ou documente on le ferait simplement
parce que la CHROMATOGRAPHIE GAZEUSE a cru qu'elle mènerait aux
procès contre ICANN. Il n'y a aucune censure des idées dans cette
politique, bien que je pense qu'on le sait largement qu'il y a moins
que l'admiration complète pour le fait qu'un tel examen complet de

C'est le rapport de liaison de conseil pour l'appel d'ALAC programmé
pour aujourd'hui. Je l'envoie aux listes régionales aussi bien, pour
ceux de vous qui ne pourrait pas être souscrit au global au grand ===
de liste que le conseil a rencontré par téléconférence juin 18.
L'affectation de deux issues à grand discuté à l'appel étaient :


1.1) le rapport 06-317 de Ombudsman, sur le cas de Ynternet.org. Comme
rapporté aux membres d'ALAC juin 19, le conseil a discuté les
recommandations du Ombudsman, et s'est trouvé la plupart du temps en
accord avec les points de l'ALAC de vue. En particulier, le conseil ne
semble pas n'avoir aucun désir d'entrer dans la substance de nos
discussions en termes d'approbation ou rejet d'ALS. Le conseil a
accepté de rédiger une réponse formelle au Ombudsman en semaines
suivantes (je ne l'ai toujours pas vue).


1.2) le groupe de travail de revue de GNSO (de ce que je suis un
membre). Le conseil a pris la notification du dégagement d'un
document d'ébauche étant signalé pour la discussion suivante dans
San Juan. J'ai déjà signalé un rapport détaillé et la
sollicitation pour des commentaires juin 19, voient ici :

J'attends toujours n'importe quelle opinion collective par le
Comité.


D'autres issues discutées étaient : 1.3) banque changeante d'ICANN ;
l'information 1.4) sur une demande préliminaire de délégation de kp
(Corée du nord) ; 1.5) rôle d'ICANN's dans la transition d'IPv4-
IPv6 (voir ci-dessous) ; 1.6) une demande de l'information sur le
procédé d'amendement de RAA, qui a été reporté à San Juan
(voient ci-dessous).

Le conseil alors s'est réuni encore pendant se réunir de San
Juan. L'affectation d'issues principales à grand à l'ordre du
jour étaient :


2.1) établissement de l'Américain du nord RALO.

Car le MoU avait été avec succès négocié entre ALSes américain
du nord et ICANN, la résolution était franche : pour approuver un
tel MoU. Il a été passé réellement par acclamation, ce être
également le moment où tout le RALOs sont établis et l'ALAC devient
désormais finale et pas intérim.

Là célébraient des commentaires par Roberto Gaetano et par Vanda
Scartezini. Après une consultation rapide par causerie de Skype avec
quelques américains du nord - certains dont a voulu célébrer,
alors qu'on voulait que nous fissent un commentaire critique au sujet
du manque de puissance réelle pour des utilisateurs - j'ai établi en
marche un rapport parlé, qui a été transcrit comme suit :

 

Il y a de satisfaction générale dans le conseil et dans le personnel
pour ces accomplissements, et même un certain préliminaire "versent
le parler" en termes d'identifier un rôle légèrement plus en avant
pour à grand dans l'ICANNtracez, une fois que le processus de revue d'ALAC est conclu et si la
revue est positive (2009 ?).


2.2) protection des registrants

C'était mon article fonctionnant principal dans San Juan
et en semaines précédentes. À Lisbonne, nous sommes parvenus à
obtenir une résolution par le conseil, commettant le Président à
proposer un processus pour mettre à jour le RAA - le contrat qui
établit des responsabilités réciproques entre ICANN et
conservateurs, de ce fait définissant la manière les travaux du
marché d'enregistrement de domaine pour des consommateurs
- par San Juan, pour renforcer des protections aux registrants.

Ceci a été accompagné de plusieurs actions de personnel, par
exemple l'établissement d'un système pour escrowing les informations
sur qui s'est enregistré qui domaine, en cas d'échec d'un
conservateur ; ceci a été déjà exigé par des contrats, mais
n'avait été jamais mis en application. En outre, il y avait quelques
discussions sur lesquelles des instruments pourraient être employés
pour imposer la conformité aux contrats par des conservateurs ; dans
le passé, la seule option était l'option "nucléaire",
deaccreditation d'IE, mais quelques étapes intermédiaires pourraient
aider beaucoup. En conclusion, il y a eu des discussions sur ce qui si
le rôle d'ICANN's est en cas d'enregistrement faisant faillite ; au
cas où ICANN assurer la continuité de TLDs échoué, temporairement
ou de manière permanente ? Au cas où il avoir des circuits secours
à faire face aux échecs techniques par des enregistrements ? Etc.
(les commentaires/rapports sur ces points seraient bienvenus).

L'issue principale, cependant, était la révision du RAA ; les
conservateurs sont extrêmement sensibles à n'importe quel changement
de ce contrat, qui définit fondamentalement leurs affaires, de sorte
qu'aucun changement n'ait été fait depuis 2001 ; de toute façon,
leur rapport avec ICANN implique que n'importe quel changement du
contrat doit être approuvé par eux ; en d'autres termes, ils veto de
bidon en changent. J'avais demandé plusieurs fois, dans la période
entre Lisbonne et San Juan, sur le statut de cette résolution ;
le personnel avait des discussions avec les conservateurs et le
conseil a été dit que toute la ceci aurait été vers le haut pour
la discussion dans San Juan.

La proposition a été présentée la première fois par le personnel
au conseil dimanche ; elle a envisagé un processus de négociation
entre le personnel et les conservateurs, avec une période publique
suivante de commentaire. J'étais immédiatement vocal contre la
proposition, car elle aurait pratiquement exclu nous et le grand
public d'avoir n'importe quelle entrée sérieuse dans la
négociation. Mon proposition initiale, qui avait été déjà
exposée à Lisbonne, devait installer un petit personnel de se
composer de groupe de travail, des conservateurs, nous et d'autres
ayants droit, établir un consensus sur lequel les changements
étaient nécessaires, et d'autres actions possibles (par exemple, des
changements du procédé d'accréditation, des programmes
d'éducation, des activités etc.. de personnel.) La réaction
initiale à mon objection n'était pas très chaude, car les gens ont
été préoccupés par ne pas aliéner l'ouverture que les
conservateurs avaient fait en acceptant pour mettre à jour le RAA
dans certaines sections.

Dans l'atelier lundi, la même proposition a été présentée, et
j'étais encore tout à fait dur contre elle, clairement disant
qu'elle était inacceptable. Ceci a provoqué des réactions
contrariées par quelques conservateurs du plancher. Transcription ici

De toute façon, quand la première ébauche de la résolution
a monté pour la discussion pour le conseil (toujours sur les mêmes
lignes), j'ai essayé de recueillir le consensus parmi des directeurs
pour le changer en quelque chose mieux pour nous. Ainsi, la prochaine
ébauche du processus a exigé que le personnel tiendrait une
consultation avec nous et avec le grand public, qui recueilleraitentrée sur ce qui devrait être améliorée, pas simplement au sujet
du RAA mais également au sujet des politiques et des processus
relatifs. Ceci serait employé comme entrée pour la négociation
entre le personnel et les conservateurs ; l'ébauche résultante RAA
serait sujette alors au commentaire par nous et par le public avant
considération par le conseil.

Le nouveau texte a été présenté vers le juste de conseil vendredi
matin, avant le commencement de la réunion de conseil. J'étais
encore dissatisfait avec la partie de l'ébauche qui a exigé de la
négociation d'adresser "plusieurs des inquiétudes" soulevées par le
public, comme qui pourrait avoir été employé pour échapper à
quelques questions clés. Ainsi, bien au milieu de la réunion, j'ai
rédigé un amendement, obtenu sa forme vérifiée par le personnel
juridique d'ICANN par IM, puis ai pris la parole pour demander elle,
aussi mercis à un membre du conseil (grive de Peter Dengate) qui
a partagé le souci et a formellement proposé mon amendement. Nous
avons obtenu l'amendement admis et la résolution modifiée a été
unanimement passée, avec beaucoup de satisfaction.

Maintenant nous devons encore voir comment la résolution sera mise en
application ; pour le moment, il n'y a aucun plan d'espace libre
encore. L'attention publique consacrée au cas de Registerfly a été
fondamentale en rendant ICANN réceptif dans nos positions sur la
matière, ainsi nous devons maintenir l'attention. Lors de la réunion
d'ALAC, j'ai accepté de mener au grand groupe de travail à rédiger
notre réponse à cette consultation, et à moi invite encore des
personnes à se joindre.


2.3) IDNs

En semaines menant à San Juan, j'avais exprimé des
inquiétudes concernant le débranchement possible entre les
différentes parties d'un projet si complexe, et le manque apparent
d'un plan complet de programme. Plusieurs membres du conseil convenus,
et personnel ont été invités à présenter une "situation actuelle"
dans San Juan. Je n'entamerai pas les petits groupes (nos
rapports déjà signalés de liaison d'IDN), mais le conseil décidé
pour prendre les mesures suivantes :

- elle a autorisé les procédures pour ajouter IDN expérimental TLDs
dans la zone de racine. Ce seront des domaines de la forme "test" dans
divers manuscrits et langues, qui seront employés pour des essais
seulement (aucuns enregistrements d'utilisateur possibles). Des
procédures raffinées ont été créées pour tenir compte de
l'interruption immédiate de l'essai, et du déplacement des entrées,
si n'importe quoi mauvais produit ; Je ne peux pas imaginer ce qui
pourrait tourner mal, mais toujours, dans la théorie, on ne permet
légalement pas à ICANN de changer la zone de racine en marche comme
il veut, tellement là était le besoin des politiques de permettre
ceci pour les domaines d'essai en cas d'urgence.

- il a reçu la liste de questions sur l'introduction possible de
ccTLD-comme IDNs, cela a été élaboré conjointement par le ccNSO et
le GAC. Ceci est vu comme un raccourci possible pour rencontrer
l'énorme pression pour un certain IDN TLDs d'être ajouté aussitôt
que possible, tout en laissant le plein processus de prise de
décision politique pour que nouveau TLDs procède à la vitesse
normale. Le conseil a demandé des réponses à ces questions (dans la
première ébauche de la résolution qu'elle a seulement demandée au
ccNSO et au GAC, mais je me suis assuré que l'ALAC a été
explicitement ajouté en tant qu'un des répondants). Je recommande
que l'ALAC lance aussitôt que possible le travail pour préparer et
approuver de telles réponses.

- il a encouragé d'autres discussions sur les quelques questions
techniques restantes, bien qu'il semble clair que ce n'est pas les
technicités qui ralentissent le processus.


2.4) transition à IPv6

Un membre du conseil a soulevé la question - qui va devenir
tout à fait chaude - de la transition d'IPv4 à IPv6, et
spécifiquement : a) comment encourager la transition, qui toujours ne
se produit pas vraiment ;b) comment assigner les séries restantes rares des adresses IPv4.

Les évaluations courantes sont que les adresses IPv4 seront
épuisées autour de 2010
- très bientôt. Quelques régions du monde qui a traditionnellement
obtenu moins d'adresses IPv4 suggèrent qu'elles devraient être les
blocs un certain IPv4 réservés, de sorte que la transition (et ses
coûts) soient d'abord approchés par les pays développés. Il est de
toute façon probablement qu'un marché noir des adresses IPv4
développera, avec ces compagnies et entités qui ont obtenu beaucoup
dans des périodes lointaines faisant l'abondance de l'argent en les
revendant.

ICANN n'a pas un rôle énorme en cela, puisque les politiques pour
l'attribution sont régionales en nature ; de toute façon, le conseil
veut que le personnel garde un oeil au-dessus de la situation et fasse
ce qui est possible pour accélérer la transition.


2.5) réforme du GNSO

Le document d'ébauche a été discuté dans un atelier dans
San Juan. Il semble y avoir accord vers se déplacer aux groupes
de travail consensus-basés, mais beaucoup moins d'accord en
réduisant le rôle politique du Conseil, ou en mettant à jour le
nombre de collèges électoraux. Le NCUC a libéré quelques
commentaires (que j'ai expédiés au GT après notre réunion) et
demande notre position sur cette matière.

Le moment, le conseil n'a pas une opinion et attend toujours le groupe
de travail pour examiner la rétroaction fournie dans San Juan
et pour mener le rapport.


Les autres issues discutées étaient :

2.6) approbation du budget d'ICANN. Le nouveau budget prévoit une
diminution des honoraires d'ICANN payés par des registrants de $0.22
par domaine à $0.20, sans n'importe quel plan pour charger toujours
des enregistrements d'échantillon de domaine. Le budget a été
approuvé par le conseil, mais il a besoin d'approbation par 2/3 des
conservateurs accrédités pour devenir finale. Il n'y a aucun doute
qu'il sera approuvé.

2.7) consultation sur le transparent. Nous devrions garder un oeil
au-dessus de ceci. Nous avons libéré des rapports sur cette matière
dans le passé, et elle devrait en valeur au moins les resoumettre.

2.8) nomination de Kevin Wilson en tant que nouvel ICANN CFO
(approuvé). 2.9) renouvellement de l'accord d'enregistrement de coop
(approuvé). 2.10) changent dans les honoraires pour l'enregistrement
de tel (approuvé).

Quelques autres issues ont été discutées, en dehors de de
l'ordre du jour, pendant les ateliers privés de conseil ou sur la
liste d'expédition de conseil :


2.11) le programme de camaraderie. Il a été mis en application dans
San Juan pour la première fois, et j'ai été invité à
souhaiter la bienvenue aux camarades ; presque 40 personnes de divers
groupes (ccTLDs, O.N.G.S, gouvernements) et de plusieurs pays en voie
de développement ont assisté à grâce de réunion au programme.
J'ai exprimé notre appui total pour cette idée, que quelques membres
du conseil ont vraiment soutenue ; même si à de grands membres sont
exclus du programme (car nous avons déjà nos programmes de voyage),
il est une bonne manière d'augmenter le tout.


2.12) amendement de contrat de TEL. Le TEL demande la permission de
limiter l'information montrée dans leur service de WHOIS, pour se
conformer aux lois (BRITANNIQUES) applicables d'intimité. IP et les
collèges électoraux d'affaires, comme dans les discussions plus
larges de WHOIS, poussée pour qu'icann force des conservateurs et des
enregistrements à ignorer leurs lois, par un procédé appelé
"réconciliation des politiques de WHOIS et des lois nationales"
(comme si elles étaient au même niveau). J'ai soumis à une
contrainte qu'il n'est pas dans la puissance d'ICANN's de changer des
lois nationales, tellementl'effort dépensé sur n'importe quoi mais "font celui que votre loi
nationale indique que" est fondamentalement un gaspillage de l'argent
des registrants. Quoi qu'il en soit, ce n'est pas à l'ordre du jour

2.1) établissement du RARE Nord-Américain.

Parce que le MoU avait été négocié avec succès entre ALSes et
ICANN nord-américains, la définition était directe : pour
deapprouver tel MoU.

L'édition principale, néanmoins, était la révision de RAA ;

du manque de puissance réelle pour des utilisateurs - j'ai établi en

aider beaucoup. En conclusion, il y a eu des discussions sur ce qui si
le rôle d'ICANN's est en cas d'enregistrement faisant faillite ; au
cas où ICANN assurer la continuité de TLDs échoué, temporairement
ou de manière permanente ? Au cas où il avoir des circuits secours
à faire face aux échecs techniques par des enregistrements ? Etc.
(les commentaires/rapports sur ces points seraient bienvenus).

L'issue principale, cependant, était la révision du RAA ; les
conservateurs sont extrêmement sensibles à n'importe quel changement
de ce contrat, qui définit fondamentalement leurs affaires, de sorte
qu'aucun changement n'ait été fait depuis 2001 ; de toute façon,
leur rapport avec ICANN implique que n'importe quel changement du

ayants droit, établir un consensus sur lequel les changements
étaient nécessaires, et d'autres actions possibles (par exemple, des
changements du procédé d'accréditation, des programmes
d'éducation, des activités etc.. de personnel.) La réaction
initiale à mon objection n'était pas très chaude, car les gens ont
été préoccupés par ne pas aliéner l'ouverture que les
conservateurs avaient fait en acceptant pour mettre à jour le RAA
dans certaines sections.

Dans l'atelier lundi, la même proposition a été présentée, et
j'étais encore tout à fait dur contre elle, clairement disant
qu'elle était inacceptable. Ceci provoqué a contrarié des
réactions par quelques conservateurs du plancher. Transcription ici :

De toute façon, quand la première ébauche de la résolution
a monté pour la discussion pour le conseil (toujours sur les mêmes
lignes), j'ai essayé de recueillir le consensus parmi des directeurs
pour le changer en quelque chose mieux pour nous. Ainsi, la prochaine
ébauche du processus a exigé que le personnel tiendrait une
consultation avec nous et avec le grand public, qui recueilleraitentrée sur ce qui devrait être améliorée, pas simplement au sujet
du RAA mais également au sujet des politiques et des processus
relatifs. Ceci serait employé comme entrée pour la négociation
entre le personnel et les conservateurs ; l'ébauche résultante RAA
serait sujette alors au commentaire par nous et par le public avant
considération par le conseil.

Le nouveau texte a été présenté vers le juste de conseil vendredi
matin, avant le commencement de la réunion de conseil. J'étais
encore dissatisfait avec la partie de l'ébauche qui a exigé de la
négociation d'adresser "plusieurs des inquiétudes" soulevées par le
public, comme qui pourrait avoir été employé pour échapper à
quelques questions clés. Ainsi, bien au milieu de la réunion, j'ai
rédigé un amendement, obtenu sa forme vérifiée par le personnel
juridique d'ICANN par IM, puis ai pris la parole pour demander elle,
aussi mercis à un membre du conseil (grive de Peter Dengate) qui
a partagé le souci et a formellement proposé mon amendement. Nous
avons obtenu l'amendement admis et la résolution modifiée a été
unanimement passée, avec beaucoup de satisfaction.

Maintenant nous devons encore voir comment la résolution sera mise en
application ; pour le moment, il n'y a aucun plan d'espace libre
encore. L'attention publique consacrée au cas de Registerfly a été
fondamentale en rendant ICANN réceptif dans nos positions sur la
matière, ainsi nous devons maintenir l'attention. Lors de la réunion
d'ALAC, j'ai accepté de mener au grand groupe de travail à rédiger
notre réponse à cette consultation, et à moi invite encore des
personnes à se joindre.


2.3) IDNs

En semaines menant à San Juan, j'avais exprimé des
inquiétudes concernant le débranchement possible entre les
différentes parties d'un projet si complexe, et le manque apparent
d'un plan complet de programme. Plusieurs membres du conseil convenus,
et personnel ont été invités à présenter une "situation actuelle"
dans San Juan. Je n'entamerai pas les petits groupes (nos
rapports déjà signalés de liaison d'IDN), mais le conseil décidé
pour prendre les mesures suivantes :

- elle a autorisé les procédures pour ajouter IDN expérimental TLDs
dans la zone de racine. Ce seront des domaines de la forme "test" dans
divers manuscrits et langues, qui seront employés pour des essais
seulement (aucuns enregistrements d'utilisateur possibles). Des
procédures raffinées ont été créées pour tenir compte de
l'interruption immédiate de l'essai, et du déplacement des entrées,
si n'importe quoi mauvais produit ; Je ne peux pas imaginer ce qui
pourrait tourner mal, mais toujours, dans la théorie, on ne permet
légalement pas à ICANN de changer la zone de racine en marche comme
il veut, tellement là était le besoin des politiques de permettre
ceci pour les domaines d'essai en cas d'urgence.

- il a reçu la liste de questions sur l'introduction possible de
ccTLD-comme IDNs, cela a été élaboré conjointement par le ccNSO et
le GAC. Ceci est vu comme un raccourci possible pour rencontrer
l'énorme pression pour un certain IDN TLDs d'être ajouté aussitôt
que possible, tout en laissant le plein processus de prise de
décision politique pour que nouveau TLDs procède à la vitesse
normale. Le conseil a demandé des réponses à ces questions (dans la
première ébauche de la résolution qu'elle a seulement demandée au
ccNSO et au GAC, mais je me suis assuré que l'ALAC a été
explicitement ajouté en tant qu'un des répondants). Je recommande
que l'ALAC lance aussitôt que possible le travail pour préparer et
approuver de telles réponses.

- il a encouragé d'autres discussions sur les quelques questions
techniques restantes, bien qu'il semble clair que ce n'est pas les
technicités qui ralentissent le processus.


2.4) transition à IPv6

Un membre du conseil a soulevé la question - qui va devenir
tout à fait chaude - de la transition d'IPv4 à IPv6, et
spécifiquement : a) comment encourager la transition, qui toujours ne
se produit pas vraiment ;b) comment assigner les séries restantes rares des adresses IPv4.

Les évaluations courantes sont que les adresses IPv4 seront
épuisées autour de 2010
- très bientôt. Quelques régions du monde qui a traditionnellement
obtenu moins d'adresses IPv4 suggèrent qu'elles devraient être les
blocs un certain IPv4 réservés, de sorte que la transition (et ses
coûts) soient d'abord approchés par les pays développés. Il est de
toute façon probablement qu'un marché noir des adresses IPv4
développera, avec ces compagnies et entités qui ont obtenu beaucoup
dans des périodes lointaines faisant l'abondance de l'argent en les
revendant.

ICANN n'a pas un rôle énorme en cela, puisque les politiques pour
l'attribution sont régionales en nature ; de toute façon, le conseil
veut que le personnel garde un oeil au-dessus de la situation et fasse
ce qui est possible pour accélérer la transition.


2.5) réforme du GNSO

Le document d'ébauche a été discuté dans un atelier dans
San Juan. Il semble y avoir accord vers se déplacer aux groupes
de travail consensus-basés, mais beaucoup moins d'accord en
réduisant le rôle politique du Conseil, ou en mettant à jour le
nombre de collèges électoraux. Le NCUC a libéré quelques
commentaires (que j'ai expédiés au GT après notre réunion) et
demande notre position sur cette matière.

Le moment, le conseil n'a pas une opinion et attend toujours le groupe
de travail pour examiner la rétroaction fournie dans San Juan
et pour mener le rapport.


Les autres issues discutées étaient :

2.6) approbation du budget d'ICANN. Le nouveau budget prévoit une
diminution des honoraires d'ICANN payés par des registrants de $0.22
par domaine à $0.20, sans n'importe quel plan pour charger toujours
des enregistrements d'échantillon de domaine. Le budget a été
approuvé par le conseil, mais il a besoin d'approbation par 2/3 des
conservateurs accrédités pour devenir finale. Il n'y a aucun doute
qu'il sera approuvé.

2.7) consultation sur le transparent. Nous devrions garder un oeil
au-dessus de ceci. Nous avons libéré des rapports sur cette matière
dans le passé, et elle devrait en valeur au moins les resoumettre.

2.8) nomination de Kevin Wilson en tant que nouvel ICANN CFO
(approuvé). 2.9) renouvellement de l'accord d'enregistrement de coop
(approuvé). 2.10) changent dans les honoraires pour l'enregistrement
de tel (approuvé).

Quelques autres issues ont été discutées, en dehors de de
l'ordre du jour, pendant les ateliers privés de conseil ou sur la
liste d'expédition de conseil :


2.11) le programme de camaraderie. Il a été mis en application dans
San Juan pour la première fois, et j'ai été invité à
souhaiter la bienvenue aux camarades ; presque 40 personnes de divers
groupes (ccTLDs, O.N.G.S, gouvernements) et de plusieurs pays en voie
de développement ont assisté à grâce de réunion au programme.
J'ai exprimé notre appui total pour cette idée, que quelques membres

2.12) amendement de contrat de TEL. Le TEL demande la permission de
limiter l'information montrée dans leur service de WHOIS, pour se
conformer aux lois (BRITANNIQUES) applicables d'intimité. IP et les
collèges électoraux d'affaires, comme dans les discussions plus
larges de WHOIS, poussée pour qu'icann force des conservateurs et des
enregistrements à ignorer leurs lois, par un procédé appelé
"réconciliation des politiques de WHOIS et des lois nationales"
(comme si elles étaient au même niveau). J'ai soumis à une
contrainte qu'il n'est pas dans la puissance d'ICANN's de changer des
lois nationales, tellementl'effort dépensé sur n'importe quoi mais "font celui que votre loi
nationale indique que" est fondamentalement un gaspillage de l'argent
des registrants. Quoi qu'il en soit, ce n'est pas à l'ordre du jour
de conseil encore, en attendant le conseil sur la politique
ci-dessus.


2.13) le nouveau processus de gTLD. Encore, parce que le moment il

c'est "" l'issue pour ICANN puisqu'il a été créé. Il y a une

comment ose le travail d'ICANN dans l'afterVint, et des stratégies et
vision à long terme ; d'autres issues qui pourraient ou ne pourraient
pas être soulevées sont le nouveau processus de gTLD, l'IGF à Rio,
la signature de la zone de racine, le statut de l'accord de projet
commun avec le gouvernement des USA. Je signalerai davantage
d'information quand je l'aurai.
