I still haven't had a chance to read the report in full, but I know from previous exchanges with ICANN's consultants in this area that they had issues identifying domain usage.
<br>
<br>
For example, they cannot easily see if a domain is being used for email. So while the domain list.ie may appear to be simply parked a lot of ICANN community members know that it is being used for email .. similarily log.ie appears to be parked, but
<a href="http://b.log.ie" target="_blank">http://b.log.ie</a> is fully functional..<br>
<br>
(And yes I know both examples are ccTLDs, but the same could be true of domains under any extension)<br>

<td colspan="3">This study, conducted by NORC at the University of Chicago, uses Whois to classify entities that register gTLD domain names, including natural persons, legal persons, and Privacy/Proxy service providers. Using associated Internet content, the
