There are some interesting ideas in Karl's message.The authentication
part is already in thethe WEIRDS specs. The user would have to submit a
client SSL certificate to identify him/herself. The benefits is that
such a certificate has a (small) cost and but - more importantly - is
issued based on a proof of identity, thereby discouraging spammers and
all those wishing access to the data anonymously for unclear purposes.

Surely, the domain name registrant has a right to know who is looking
for his/her personal information, although keeping access records for a
long time might be an issue under some jurisdictions.

Karl's other proposals seem to be quite labour-intensive, and certainly
difficult to implement in a context where LEAs, and possibly other
actors, want a more automated process.

Just like Holly and Karl, I am convinced that a better protection of the
registrant's privacy will lead to more a more accurate database. There
is no need to hide when you know you are safe, which is not the case
with the current open-to-all WHOIS.
