I believe it, but it is not the view of the American reps, and PR is in 
NARALO because it is part of the United States.

If we separately call out Puerto Rico, we *must* also call out the US 
Virgin Islands, Guam, Saipan, and American Samoa, since their status as 
part of the US is the same as that of Puerto Rico.  This is not 
negotiable.
