Yeah, there was a notice in the office which stated the process was changed in August 2012 with no specifics. Everything we have been working from is dated 2011, even what is on the embassy website.

Hi,

The same service was available until some time in the recent past, when 
there was an announcement on some buried web page that too many people 
were asking for the service and they could not handle it.

The main web page was not updated.
