I don't believe that we have any hard/fast rules on this.  I can't see why either of the leaders can't nominate someone.  It would probably be prudent to let the person being nominated know in advance in case they can't act in that capacity but I don't think this is a necessity at all (as long as the person met the criteria).

Staff?  Eduardo?  Do you have any opinions on this?

Can the NARALO chair nominate someone?

Does the person nominated have to know about it in advance?
