I fully agree with what you have, but IMO it's not complete.
Since we're working on a process which will be formalized I'd prefer to have
it reasonably rounded out

I suggest that this process deal with:

- What happens if the ALAC rejects the ICANN request (ie, NARALO passes it
as regional statement and still advance it through ICANN staff -- or not)

- A request that the NARALO-elected representatives support the measure at
ALAC, or provide explicit explanation for any opposition
