Maybe, but ccTLDs should remain in the public interest as originally designed. ICANN cites the "sovereignty" issue for not getting involved but I would argue that sovereignty is lost when it moves to private ownership (not management, of course, but this is a THIN line in some cases).

Wold seem to be a good argument for new TLDs - at least one doesn't stand the risk of abitrary re-delegation..
