I like NYC as much as the next guy, having been born there, but a TLD to 
advance New York's language and culture?  Give me a break.  If you want to 
advance its culture, instead of spending $200K on a TLD, buy I(heart)NY 
license plates for 5000 people.

Catalonia at least has the historical experience of 40 years of rather 
brutal suppression of the language and culture under Franco, and 
intermittently during the preceding centuries.  New York has been the 
financial and cultural capital of the US continuously for 300 years.
