Thanks for the quick answers from Danny, Darlene and Eduardo. I still
hope to hear from more of you.

I've removed Stacy from the Cc list. She's now well aware of what's
going on.

I've been to the Ombudsman's complaint form
(https://omb.icann.org/portal/complaint.php). It appears intended to
accept complaints from individuals, not organized bodies. And its form
doesn't seem to allow more than small spaces for details, so I might
just mail it to Frank directly.
