Not correct. They were approved during the 13 Jan ALAC meeting.  Even 
noted in the summary minutes 
(https://st.icann.org/alac/index.cgi?13_january_2009_summary_minutes, item 4).

Besides, I thought that I remember hearing that invitations to the 
summit were based on application date, not approval date.
