All
We all have  seen questionable  procurement policies. Normally the
organizations  do not espouse any adherence to transparency and
accountability policies.

Perhaps  a direct meeting with the selection committee on the process to
express concerns on transparency etc.

They need to reveal  provide details on who else submitted proposals,  what
was the selection criteria process., How did the competition stack up? etc
