>From reading this note one would think that ICANN's bylaws or organizational structures never change.  Yet the ccTLDs used to be a constituency in the DNSO (per the bylaws) and still they managed to successfully withdraw from the DNSO.  

Hmmmm.... I don't recall Staff back then arguing that the ccTLD Registries Constituency as a part of DNSO would still exist, as that is provided for in the Bylaws -- Staff didn't use to meddle in the internal affairs of any organizational body.
