[NA-Discuss] draft recall procedure

Darlene and I volunteered to try and devise a first draft.  Here is  
our suggestion:

Recall

The representative of any NARLO ALS may institute a motion to recall  
the Chair, Secretariat or either of the two elected NARALO  
representatives to the ALAC if they deem that individual to not be  
giving sufficient attention to their duties.

Such a motion can only be ratified if it is seconded and passed by a  
formal vote of 75% of the General Assembly.  ALS representatives who  
do not respond within two weeks of the vote being called will be  
considered to have abstained.

The criteria for entertaining such a motion must include meeting  
attendance balanced with involvement with RALO and ALAC issues.
