Fast flux is a significant abuse enabler, and since it often happens at
the registry level, ICANN is uniquely positioned to deal with it.

We should send a strong message that the GNSO and ICANN should get off
their rear ends and address it.  Registries could easily, e.g., limit DNS
changes to two per day without affecting any legitimate users.

Incidentally fast flux has also gotten a lot of attention at MAAWG, an
international group of ISPs and infrastructure providers of which I'm a
member.  I expect MAAWG would be happy to lend some expertise if asked.
