As far as I can tell, there aren't any benign uses of fast flux, which 
should make this straightforward to address at the registry level.

There are certainly legitimate reasons to return DNS results that vary 
over time, as Akamai does to distribute the web server load for its 
clients, but you don't do it by fast flux.
