I believe the at-large public has an interest in the consideration of
fast-flux usage. I do not believe that the charter of this particular
group was well formulated to help that investigation. I'd say that if
ALAC supports re-constitution of a fast-flux working group, we should
urge that it focus precisely on whether and how one might distinguish
between abusive and benign uses of fast-flux techniques.
