Beau,
If memory serves, all the substantive comments came exclusively from North American participants. So why not just send it through as a NARALO statement to Tim Cole? The importance is in the message communicated, not in whoever pretends to take credit for the Statement.
Take a lesson from the Internet itself -- If the ALAC can't be trusted to be responsible about getting its work done on time, then feel free to route around the obstacle --
