See e-mail way below.

 

So, this is on the same vein as Evan's last e-mails to the region.  We
need to figure out what our regional priorities are to bring them
forward.  It is very likely that this telephone conf will be held on
Monday or Tuesday so any input on this is well appreciated by myself
(and I will be sure to be checking my e-mails over the weekend - hubby
out of town and I have nothing better to do).

 

If I do not receive any other input, then I will be going forward with
the idea of having 3-4 outreach meetings per year.  Again, any input is
welcome.

To the ALAC Budget Subcommittee: Cheryl, Vanda, Alan, Annette, and
Fatimata,

As you know, a Doodle page has been setup to schedule the Budget
Subcommitee meeting requested at the last meeting of the ALAC on 11th
March. At present, only Cheryl and Fatimata have said which dates are
suitable for them - I hope that the rest of you will respond as a matter
of urgency so this meeting can be scheduled - the URL again is:

We have setup an agenda page for this meeting, at

We are in the process of linking the documents related to that agenda to
the page, as well as providing references to the supporting information
related to them. 

The Chair of ALAC has asked me to remind members of the Finance and
Budget Subcommittee that they should be attending the meeting as
representatives of their regions. In particular, she draws to your
attention that this means that you should be bringing to the meeting any
suggestions for activities and events that your region believes to be
important for the financial year beginning July 1 2008, running to the
end of June 2009.

Members of the Secretariats:  I would like to appeal to you once again
in the same vein - please ensure that any regional priorities which have
a financial impact are sent to the members of the budget committee, and
also to the staff at staff at atlarge.icann.org as soon as possible. 

The staff would like to remind everyone once again that the process of
taking input from the constituencies began with an email on January 9th,
from Denise Michel, VP of Policy Development. The Director of At-Large
followed this up with an email on 30th January, reiterating the call for
input. You may find PDFs of these emails at

course, in New Delhi calls for budget input and a review of the
budgeting process was conducted. Complete information on the budgeting
and operational planning cycle can be found at

The staff confirm hereby that as of date of this email we have received
the suggestions listed below as regards regional priorities with a
budget impact for the upcoming fiscal year:

1.	We have drawn to the Chair's attention the proposal made some
time ago by Wendy Seltzer for research to be done, and have asked for a
copy of the proposal in its last form from Wendy, which could form one
suggestion for future work this coming year. 
2.	We have the draft budget for the At-Large Summit. 
3.	APRALO has proposed participation in the IGF from its region
(since the IGF will be held in the Asia-Australia-Pacific region this
year). APRALO has a draft proposal which we very much hope will be
finalised imminently. 
4.	LACRALO has said that it believes there must be funding to allow
its region to meet at least once-yearly face-to-face whether at an ICANN
International Meeting in the region in the given year, or separately, if
there is to be no international meeting in LAC that year due to the
rotation between regions which occurs.


As has been repeatedly stated, the staff would prefer to build a draft
budget based to the greatest possible extent upon priorities identified
by the At-Large community. We believe it would be extremely helpful for
each RALO to send at least some written thoughts on this important
subject. 

We do trust that the meeting of the Finance and Budget Subcommittee in
the coming few days will provide substantial additional input. At the
same time, on 30th January we did inform the community that input should
reach us by the beginning of March - and it is now the end of March, so
we need whatever comments you would care to make as soon as possible.

Of course, like all parts of the ICANN community, At-Large will be able
to comment on the draft budget and operating plan once it is publicly
posted. There will be opportunites for At-Large community members to
participate in telephonic briefings on the draft budget once it is
posted in order to help the community offer comments and understand the
draft budget and its provisions for the At-Large community.
