Dominik and all,

  I fully agree.  I don't recall even ever hearing about "Westlake
Consulting" until mentioned on this forum.  This is not to say that
ICANN doesn't have the right to employ any consulting group.
But given the report they produced, it's fairly clear that their
investigation breadth and scope was VERY limited.
