Actually it seems as if there's more discussion on policy on the
internal list recently (Delhi and lead up to) than there actually has
been in the past 2 years. There's also a lot of policy discussion on the
individual WG lists, and much less (almost none) on the public At Large
list. If you recall, the call for the drafting of the At Large response
on the JPA to be moved to the public list (and the actual moving) was
done by Vittorio, Izumi and myself.
