[NA-Discuss] Nominating Committee delegate for North America

A public solicitation to the NA-Discuss list was made asking for 
nominations for the person to be the NA delegate to the Nominating 
Committee (which will chose next year's appointees to the Board, 
GNSO, ccNSO and ALAC).

Currently, the NA delegate is Ross Rader, who is eligible to serve 
one more term. Only one public nomination was received, and that was 
to reappoint Ross. In parallel with the solicitation, discussions 
among the NA members of ALAC, and NARALO Chair and Secretariat, 
resulted in two nominations, specifically Ross and Dharma Dailey.

Neither the ALAC members nor RALO representatives could come to 
consensus, and so both names are being submitted to the ALAC for their vote.
