[NA-Discuss] Proposed NARALO Statement - V2

I saw an earlier draft and objected strongly. I wasn't involved prior 
to that, but my guess is some of the GNSO folks raised it. In the 
MUCH earlier notes I saw, it was left up to the NomCom review process 
to decide how that one came out.
