Evan and all,

  I totally don't agree that the term "Registrant" confuses
either user or registrant, nor do any of our INEGroup members.  
Remember all registrants ARE also users.  But I do agree with Evan 
that the ALAC should be primarly for users, but should not restrict 
input to only users that are not registrants as well.  To have such a 
restriction is both unwise and sets up endless warring between the
two.  and such would server noone any good service.
