[NA-Discuss] Proposal for North American Indigenous TLD

Hi, nice to see this idea coming back.
A bit of history:
I'm not sure when Dr Mohawk was kicking around the idea of the 
indigenous TLD, the page doesn't say.

In 1994, I worked with the Oneida Nation of NY and I believe they 
were the first Indian Nation with a domain and a home page (they came 
up before the White House did...).

I worked for an ISP at the time and knew Jon Postel and brought the 
idea of a TLD for indigenous sovereign nations to him at that time. 
He did kick around the idea of a .IND (for indigenous peoples all 
over the world) and also .NAT for native peoples. It is true that 
because this was not provided for in 3166 it did not go forward.
