Actually, the registrars and PIR were instrumental in getting the  
compromise position in front of the GNSO at a time when it was  
largely just the NCUC taking a pro-privacy approach. However, it has  
proven impossible to move the ball much further down the field and  
some of the core support for the position from elsewhere has become  
less solid.
