The following language comes from the ICANN budget:

"Each "transaction" will be defined as one-year domain
registration increment caused by a successful add
renewal or transfer command. Consistent with previous
years, domains deleted within the "add or auto-renew"
grace periods will not be charged a transaction fee."

ICANN could end domain tasting tomorrow if it wished
by deciding to no longer exempt the add grace period
from these Registrar-Level Transaction Fees.
